MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
DECEMBER 19, 2019
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 4:00 pm.
2. Roll Call: Pocernich, Rondeau, Silbert, Strand and Zepczyk – all present.
Others present were: Director-Rob Schierman, Tracy Pooler-AZA, Todd Norwood-AZA,
and Krystal Hagstrom - Secretary.
3. Affidavit of Publication: Schierman showed the audience the affidavit of publication
and the certified mailing receipts.
4. Public Comment – 3 minutes per citizen
5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the November
15, 2019 meeting.
Strand motioned to approve as presented. Zepczyk seconded. No further
discussion. Motion carried.
6. Review of Meeting Format – Chairman Rondeau explained the procedure of the
meeting. He asked everyone who wished to speak to fill out a form; and stated they will
be asked to come forward and speak into the microphone.
7. Public Hearing:
A. Tanya Hexum (Iron River) – multiple residences (2) on a parcel in commercial
zoning and short-term rental accommodations (2-4 units) [a .287 – acre parcel
(Tax ID# 20251) described as Hessey’s Addition Lots 22 – 26 Block 1 in V.1057
P.1067, Section 8, Township 47 North, Range 8 West, Town of Iron River, Bayfield
County WI]
Schierman introduced the application stating that Hexum owns the building where
the Floor Décor store is and would like to convert that to a residence. This would
be the second residence on this parcel that cannot be subdivided. They would also
like to have both residences as a short-term rental. There is one garage already
on the property for the existing residence.
No one spoke in support or opposition.
Discussion ended.
8. Adjournment of Public Hearing:
Pocernich made a motion to adjourn, Zepczyk seconded. Motion carried.

meeting to order at 4:05 pm.
10. Roll Call: Pocernich, Rondeau, Silbert, Strand and Zepczyk –all present.

11. Business:

Schierman noted that there is Town Board approval and they have stated it is
compatible with the comp plan. Strand asked how many rentals per unit?
Schierman noted there will be one rental per unit. Silbert asked from which street
are the units accessible? Norwood stated the East unit is accessed from the alley
and the West unit is access from Mill St.
Silbert motioned to approve based on Town Board Approval, that it meets
the Comprehensive Plan, and community health and welfare with the condition that
the short-term rentals are for the current owner only. Zepczyk seconded. No
further discussion. Motion carried. 5/0
B. Todd Holmstrom (Barnes) – hobby farm for horses in R-1 zoning [a 5.77-acre
parcel (Tax ID #35591), described as Pawnee add to Potawatomi Lots 17 & 18,
Section 19, Township 45 North, Range 9 West, Town of Barnes, Bayfield County,
WI]
Pooler explained that he had found horses on the property and asked that they be
removed, or owner apply for a permit. Horse was removed and now would like a
permit to keep his horse there. Strand asked how many horses? Schierman
stated the Town approved for one horse.
Strand motioned to approve based on Town Board Approval with the
condition of a limit of two horses and for the current owner only. Zepczyk
seconded. No further discussion. Motion carried. 5/0
C. Discussion and Possible Action regarding matters of the Planning and
Zoning Department.

12. Monthly Report
Schierman stated the department is $33,000 above budget projection. Land use are 27
above last year and sanitary are 5 above last year. $27 million worth of projects permitted.

Pocernich motioned to receive and place on file, Zepczyk seconded. No further
discussion. Motion carried.
13. Adjournment
Rondeau called adjournment at 4:15 pm.
