MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
JUNE 18, 2020
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 4:00 pm.
2. Roll Call: Ray, Rondeau, Silbert, Strand and Zepczyk – all present.
Others present were: Director-Rob Schierman, Tracy Pooler-AZA, Todd Norwood-
AZA, and Krystal Hagstrom - Secretary.
3. Affidavit of Publication: Schierman showed the audience the affidavit of publication
and the certified mailing receipts.
4. Public Comment – 3 minutes per citizen
5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the May 2020
meeting.
Strand motioned to approve with the addition of item 14D there is a
condition of “that it is for a private, non-commercial campground. Zepczyk
seconded. No further discussion. Motion carried.
6. Review of Meeting Format – Chairman Rondeau explained the procedure of the
meeting. He asked everyone who wished to speak to fill out a form; and stated they will
be asked to come forward and speak into the microphone.
7. Public Hearing:
A. Stageberg Family Cabin LLC/Beth Forbord, Frank Stageberg, Lucy
Stageberg, Jane Stageberg, Sally Adams & Anne O’Keefe (Barnes) – rezone
from R-1 & R-3 to all R-1 [a 9.105-acre parcel (Tax ID #1803); described as part
of Gov’t Lot 3, in V. 1030 P. 351 (Doc# 2009R-530058, Section 10, Township 44
North, Range 9 West, Town of Barnes, Bayfield County, WI (shoreland)]
Schierman introduced the petition stating the property was surveyed and part is
zoned R-3 and part is zoned R-1 they would like the parcel zoned all R-1 to be
able to parcel off the cabin and sell the other parcel.
No one spoke in support or opposition.
Discussion ended.
B. Runamuk Rides LLL/Mike Covelli, agent (Cable) – 18,000 bulk storage tank
in commercial zone [a 0.37–acre parcel (Tax ID# 10049); described as Lot 5,
Blk 7, Assessor’s Plat No.2, less Hwy in V. 208, P 24 & less Par in V. 865, P. 703
in Doc.# 2015R-559870, Section Eighteen, Township Forty-Three North, Range
Seven West, Town of Cable, Bayfield County, WI]

Mike Covelli spoke in support stating they would like to expand their business
and place a tank on the parcel for more efficiency instead of having to go back to
Hayward to fill the truck to deliver propane to the Cable area.
Discussion ended.
C. Robert Wahman/Amber Erickson, agent (Barnes) – (after-the-fact) multiple
structures on a parcel in R-1 zone [a 1.337-acre parcel (Tax ID# 4192);
described as Lot 17, Clearwater Subdivision in Doc. #2006R-565385, Section 19,
Township 44 North, Range 9 West, Town of Barnes, Bayfield County, WI]
Amber Erickson, agent from C & S Design, spoke in support explaining they
would like to have multiple principal structures on the property. The garage was
built in 1998 and the cabin in the 70’s. Jerry Johnson (audio call) stated he is a
neighbor and their buildings are in a direct line of site from his house and he is in
support of this request. Strand asked if the existing map in the packet is
accurate. Erickson stated yes, it is accurate. The garage is existing with living
above and it was built in 1998, and the original cabin was built in the 70’s.
Discussion ended.
8. Adjournment of Public Hearing:
Silbert made a motion to adjourn, Zepczyk seconded. Motion carried.
Adjourned at 4:08 pm.

meeting to order at 4:08 pm.

11. Business:

Schierman stated there is Town Board Approval and it is consistent with Town
Comprehensive Plan. No letters of support or opposition.
Silbert motioned to approve based on Town Board Approval, that it meets
the Comprehensive Plan. Strand seconded. No further discussion. Motion
carried. 5/0

Schierman stated the Town has indicated that they recommend that this request
be denied based on the previous bulk storage tank located on the property was
dismantled by the fire chief, health and safety to structures, could be detrimental
to surrounding land values and property sales, and the primary goal of the comp
plan is to account for the full environmental social and economic costs of new
development in the town.
Silbert motioned to deny based on Town Board recommendation,
community general welfare and impacts for the proposal, and safe and healthful
conditions. Zepczyk seconded. No further discussion. Motion carried. 5/0

Schierman stated there is Town Board Approval and consistent with Town comp
plan. Strand asked if the garage on the plat map is the garage that was issued
on permit 98-680. Erickson stated yes that is correct. In 1998 there was a
second story addition put on the garage. Strand indicated that with that permit
there was a condition that there be no human habitation. That conditions was
blatantly disregarded and he would move to deny.
Strand motioned to deny. Silbert seconded. Erickson noted that the
owner was unaware of the condition as the contractor was the one that applied
for the permit. Wahman spoke stating there was always family at the cabin and
at the time they needed more room for people that would stay. The contractor
applied for the permit and they were unaware of the condition as he never
actually saw the permit. He asks that this permit be approved as this is good for
resale. Erickson asked if there is a way to get the structure into compliance.
Schierman stated yes, this is one route, to apply for this CUP or apply for a
bunkhouse but you do not meet the square foot requirement. Needs to be less
than 500 sq. ft. Erickson stated they are only 76 sq. ft. over. They would have to
close in the closets, which could be done. Ray asked if that happens and they
meet the 500 sq. ft. requirement would they then need to apply for a bunkhouse
permit. Schierman stated yes, they could use the CUP as part of the bunkhouse
permit. No further discussion. Motion carried to deny. 5/0
D. Cable Natural History Museum/Bill McKinney (Cable) – use property for
educational, children play area, fundraising events, construct outdoor
pavilion with restrooms, prep area & exhibit storage/workshop area in an R-
1 zone [a 8.46-acre parcel (Tax ID #10143), described as Lot 13 Block 17 of
Assessors Plat #2, Section 18, Township 43 North, Range 7 West, Town of
Cable, Bayfield County, WI]
Bill McKinney spoke in support; the museum has been here for about 30 years
and they would like to now put up an additional structure for a classroom
area/workshop/garage/storage/bathrooms. Also, and attached pavilion for

lectures and parking area. Schierman stated there is Town Board Approval and
it meets the comp plan with the condition that there be adequate off-street
parking, restricted for museum functions, and no overnight camping.
Silbert motioned to approve based on Town Board Approval, that it meets
the Comprehensive Plan, with the conditions from the Town (1. adequate off-
street parking, 2. restricted for museum functions, and 3. no overnight camping.
Zepczyk seconded. No further discussion. Motion carried. 5/0
E. Committee members discussion regarding matter of the P & Z department
Discussion on ATF fees and the departments process.
12. Monthly Report
Schierman stated fees collected $115,728. 30 land use permits ahead of last year and
12 sanitary permits ahead of last year.
Ray motioned to receive and place on file, Zepczyk seconded. No further
discussion. Motion carried.
13. Adjournment
Rondeau called adjournment at 4:55 pm.
