Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order at 4:00 pm. 2. Roll Call: Ray, Rondeau, Silbert, Strand and Zepczyk – all present. Others present were: Director-Rob Schierman, Tracy Pooler-AZA, Todd Norwood- AZA, and Krystal Hagstrom - Secretary. 3. Affidavit of Publication: Schierman showed the audience the affidavit of publication and the certified mailing receipts. 4. Public Comment – 3 minutes per citizen 5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the June 18, 2020 meeting. Silbert motioned to approve as presented. Zepczyk seconded. No further discussion. Motion carried. 6. Review of Meeting Format – Chairman Rondeau explained the procedure of the meeting. He asked everyone who wished to speak to fill out a form; and stated they will be asked to come forward and speak into the microphone. 7. Public Hearing: A. Arthur & Angela Hyde (Bell) – R-1 to Ag-1 (shoreland) [a 14.5-acre parcel (Tax ID #8020), described as SW ¼ of NW ¼ S of Hwy & E of River in V.120 P.181, Section 35, Township 51 North, Range 6 West, Town of Bell, Bayfield County, WI] Schierman introduced the application stating the owners would like to rezone the property to Ag-1 so they would be able to have turkeys and chickens and do agricultural activities. It would meet all the dimensional requirements for Ag. To the North it is zoned conservancy. East and South, it is zoned Ag. About 30% of the property is already hay field. Discussion ended. 8. Adjournment of Public Hearing: Strand made a motion to adjourn, Zepczyk seconded. Motion carried. Adjourned at 4:04 pm. 9. Silbert asked if the Ag zone allows them to get 50 head of cattle? Schierman stated yes, but that would not be a good investment for the property. Silbert just had concerns about this property being along the Siskiwit River. Silbert motioned to approve based on Town Board Approval, that it meets the Comprehensive Plan, and community and general welfare. Strand seconded. No further discussion. Motion carried. 5/0 B. Heidi Nevala (Washburn) – home-based Business in Ag-1 (light manufacturer of pet supplies with proposed building) [a 5-acre parcel (Tax ID #31280), described as Textor’s Addition Lot 6 Black A in V.982 P.588, Section 12, Township 48 North, Range 5 West, Town of Washburn, Bayfield County, WI] Nevala stated she would like to build a residence on her property and have a home-based business of manufacturing pet supplements. This is a very low-key operation as there are no deliveries or truck traffic. Only one employee. Schierman stated there is Town Board approval with the following conditions: 1. there will be no retail store and no semi-tractor-trailer delivery or shipping for the business. 2.maintain the natural and rural setting there will be no signs other than possible a name on the mailbox. 3. To maintain the natural rural character there will be no outdoor storage no outdoor illumination of parking area and the accessory building will be located South of the house where is less visible from the road (see exhibit A). Strand motioned to approve based on Town Board Approval, that it meets the Comprehensive Plan, and community and general welfare with the Towns Conditions (1. there will be no retail store and no semi-tractor-trailer delivery or shipping for the business. 2. maintain the natural and rural setting there will be no signs other than possible a name on the mailbox. 3. To maintain the natural rural character there will be no outdoor storage no outdoor illumination of parking area and the accessory building will be located South of the house where is less visible from the road.) and 4. That the residence be constructed prior to or concurrent to the building of an accessory building. 5. That the business not use more than 75% of the floor space of the accessory building. 6. Committee members discussion regarding matters of the planning and zoning department. Zepczyk asked about a permit for his nephew and why the process is so long. Pooler stated that permit was issued this week and it was waiting on the sanitary paperwork from the plumber. Silbert discussed the ordinance and why it is only limited to 1 nonresident employee and would like it to be changed to maybe two employees. Ray agreed. 12. Monthly Report Schierman stated it has been very busy in the office. Land use permits are up by 47 and sanitary permits are up by 35. The department took in $164,773 in fees and permitted $6,266,287 in projects. Zepczyk motioned to receive and place on file, Ray seconded. No further discussion. Motion carried. 5/0 13.
