MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
NOVEMBER 19, 2020
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 4:00 pm.
2. Roll Call: Rondeau, Zepczyk – present. Silbert and Strand – by phone. Ray – Absent.
Others present were: Director-Rob Schierman, Tracy Pooler-AZA, Todd Norwood-
AZA, and Krystal Hagstrom - Secretary.
3. Public Comment – 3 minutes per citizen
Stephanie Lodge spoke against item A with concerns about runoff into the ravine.
Wants to know if this is going to be on a scale like the farm, they have now in Ashland
Co. This is a wooded parcel and she feels it is not suitable for farming. She also has
concerns about the snowmobile trail that goes through their land, they use it all the time
and rut it up without fixing it. She does not want to live next to a farm.
4. New Business:
A. Ryan & Andrea Collins (Washburn) – farming (including livestock) all types
& farm related structures in F-1 zone/shoreland (cattle and chickens) [a 20-
acre parcel (Tax ID #30983), described as E ½ of the SE ¼ of SW ¼ Section 25,
Township 49 North, Range 5 West, Town of Washburn, Bayfield County, WI]
Ryan Collins, spoke in support, addressing Lodge’s concerns. This will not be
on the same scale as current operation. They are looking to get out of farming
and would like to have 2 cows and chickens. They would just like to provide meat
for their family. There will be no other buildings other than a fence. The ravine
has two feet of sand so there really isn’t a concern there. They have already fixed
the ruts in the trail. Collins didn’t think it would be an issue to have two cows on
his property otherwise he would have investigated this earlier. The Town denied
and he doesn’t understand why since there is Ag land surrounding his parcel.
Schierman stated there are no letters of support or opposition. The Town denied
and compared it to the comp plan (see Exhibit A).
Silbert motioned to deny based on Town Board recommendation,
consistency with comp plan, maintenance of safe and healthful conditions,
prevention and control of water pollution, existing topographic drainage features
and vegetation cover on site, and the erosion potential of the site based upon
degree and direction of slope, soil type, and vegetative cover. Strand seconded.
No further discussion. Motion carried 4/0
B. Bayfield Co, Mark Abeles-Allison / Nathan Seeley, Xcel Energy (Eileen) –
contractor equipment storage in Commercial zone [a 30.35-acre parcel (Tax
ID #37301), described as SE ¼ of NE ¼ Less Lot 1 CSM #1845, Section 10,
Township 47 North, Range 5 West, Town of Eileen, Bayfield County, WI]

Cole Rabska, spoke in support, stating this is on a 12-acre parcel in the business
park. Xcel was looking for a temporary place to store equipment and materials.
They are going to replace two culverts, one on State Farm and one on
Arganbright Rd. After this is complete, they will have a permit to also grade the
site before they leave. This is a positive impact for the site. Rondeau asked how
many years this will be for. Rabska stated 1-2 years.
Mark Abeles-Allison, Bayfield County Administrator, spoke in support adding
that this will be a 24-month lease.
Nathan Seeley, agent for Xcel Energy, spoke in support, stating the same as
Rabska and Abeles-Allison and adding they will be bringing power into the site.
Silbert asked which 12 acres parcel this was and will it be staked. Schierman
stated it will be staked. Silbert asked about the lease details. Abeles-Allison
stated they are still in the process of working those out.
Strand motioned to approve the Special Use permit for contractor
equipment and material storage in a commercial zone based on Town Board
approval, and the general public welfare and economic benefits with condition
that the portion of the parcel to be defined by meets and bounds or survey not
exceeding 12.2 acres for a 3 year period. Zepczyk seconded. Schierman added
there is one letter of support from Mark Abeles-Allison in the file and Town Board
approval and they have stated it is compatible with the comp plan. No further
discussion. Motion carried. 4/0
C. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the
October 15, 2020 meeting.
Silbert motioned to approve. Zepczyk seconded. No further discussion.
Motion carried.
D. Committee members discussion regarding matters of the planning and
zoning department.
Silbert noted that he had calls from a few Town members about the meetings
falling before the Town meeting. Rondeau stated this only happens twice a year
and we can’t move the Zoning Committee meeting around.
5. Monthly Report
Schierman noted the department took in $268,000 in fees which puts us $53,615 above
budget. 73 more land use permits were issued compared to last year and 35 more
sanitary. Year to date we permitted $33,553,280 in project value.
Zepczyk motioned to receive and place on file, Silbert seconded. No further
discussion. Motion carried. 4/0

Rondeau called adjournment at 4:30 pm.

Dear committee members,
As noted on the "pink sheet" we submitted, the Washbum Town Board recommends disapproval of a Class B
Special Use Permit for Ryaa andAndrea Collins to conduct farming (animals and buildings) on their 20acre
parcel in a Forestryl zoning district at 30490 County Hwy C. This letter provides additional mformation for the
committee to consider. The town encourages agriculh.iral activities, including raising livestock, on appropriate
lands, but the Collins's parcel is not appropriate for farming because of its soils, topography, and the tributary of
the Sioux River that bisects the property. The Town ofWashbum consulted with the County Planning and
Zoning Department and the County Land and Water Conservation Department prior to making its
recommendation.
According to both the town's and the county's
comprehensive plans, this parcel is unsuited for
farming because of the steep slopes, sensitive,
erodible soils, and multiple drainages toward the
Sioux River, a trout stream and Outstandmg
Resource Water. A significant portion of the
parcel is identified in the county plan as a
"Natural Resource Protection Area." The County
Land and Water Resource Plan recognizes the
hazards that livestock pose to water resources as a
result of'streambank erosion, sedimentation,
nutrient loading, and shoreland degradation."

There are several nearby areas that are suitable
for pasture, and the Collins family mentioned that they are interested in purchasing additional land near their
property. The County Land and Water Conservation Department staff informed the town that the Collins family
has not yet consulted the department to prepare an appropriate livestock grazing and nutrient management plan
in advance of moving their catde from their current Ashland County location to Bayfield County
The Town ofWashbum afiSrms the importance of retaining the Collins's 20acre parcel for forestry and rural
residential use because of the potential impact to water resources. The town encourages the famUy to explore
more suitable options for relocating their livestock to our area.
