BAYFIELD COUNTY
BOARD OF HEALTH MEETING
Tuesday June 18, 2024 – 5:00 PM
Present: Jan Lee, Madelaine Rekemeyer, Jeff Olsen, Fred Strand, Mary Dougherty, Kathleen Carlson, Dr.
Kathryn Stolp
Staff: Anne-Marie Coy, Amy Jarecki, Pete Morrissette
1.Call the Meeting to Order : The meeting was called to order at 5:01 p.m. by
Rekemeyer.
2.Approval of May 14, 2024, Board of Health Meeting Minutes: A motion to
approve the May 14, 2024 meeting minutes with the spelling correction was
made by Strand; motion seconded by Dougherty. Motion carried.
3.Discussion and Possible Action to Accept the Resignation of Dr Deborah
Dryer as the curre nt Medical Advisor: Anne-Marie Coy, Health Department
Director shared that Dr Deborah Dryer had been the voluntary medical director of
the Health Department for twelve (12) years and all through the Covid pandemic.
Motion to accept the resignation of Dr. Deborah Dryer as Medical Advisor was
made by Stolp; seconded by Lee. Motion carried.
4.Discussion and Possible Action to Appoint Dr. K athryn Stolp as the new
Medical Advisor : Dr. Kathryn Stolp has a very strong Public Health background
and is employed part time at the Red Cliff Clinic. She has experience with people
with disabilities and the LGBTQ community. Motion to forward to the County
Board Chair with the recommendation to appoint Dr. Kathryn Stolp for the
Medical Advisor to the Health Board was made by Strand; seconded by
Dougherty. Motion carried.
5.Discussi on and Possible Ac tion to A pprove Board of Health Committee
Reassignments and New Assignm ents: Coy stated Kathleen Carlson, Board of
Health member, has indicated that she would be willing to serve on the Board of
Health as a committee member for another one (1) year term. There have not
been any applicants from Red Cliff to fill the other vacant committee member
position. Motion to reappoint Kathleen Carlson as committee member for a one
(1) year term was made by Olsen; seconded by Lee. Motion carried.
6.Discussion and Possible Action to ac cept the Res olution in Recognition of Dr.
Deborah Dryer ’s years of ser vice as Medical Director: Coy shared the

resolution in recognition of Dr. Dryer. Motion to accept
the Resolution in Recognition of Dr. Dryer and forward
onto the County Board was made by Lee; seconded by Olsen. Motion carried.
7.Discussion and Pos sible Action to Approve up dates to the “Appointed Board
of Health Citizen Member ” Policy to D esignate a Permanent Position for a Red
Cliff Band of Lake Superior Chippewa Na tion Representative : Coy shared the
draft update on this policy showing the addition of reserving one of the
appointments for a tribal representative of the Red Cliff Band of Lake Superior
Chippewa sovereign nation. Also added is when the tribal representative’s term
expires and/or they do not wish to be reappointed or they resign, the notice of
vacancy will be sent to the County Tribal Relations committee and the Tribal
Chairperson will nominate an applicant for this position. The nomination will still
be voted on by the Board of Health committee and forwarded onto the County
Board Chair for approval. Motion was made to accept the changes to the policy
was made by Dougherty; seconded by Lee. Motion carried.
8.Review and Possible Discussion Regarding Artesian Well Ordinance: The
ordinance is the result of the artesian well study that was completed last fall. The
ordinance does not regulate flowing wells, but does protect the aquifers and
artesian wells. The ordinance was a joint effort by the Department of Natural
Resources (DNR) and Bayfield County. This is a best practice ordinance rather
than a punitive ordinance. Coy discussed the next step of well regulation that
would include the Health Department becoming certified in the DNR’s County
well delegation program. The Health Department is already the County well
delegation program for the public water supply program but not the private water
supply program. Dougherty would like to look further into this program for the
private water supply program. Coy shared that Pete Morrissette, Drinking Water
Specialist, already has one of the necessary certifications and would be able to
obtain the other certification needed. Other board members voiced their support.
Motion to accept the ordinance and forward on to the County Board was made by
Strand; seconded by Olsen. Motion carried
9.Next Meeting Date :
Next scheduled Health Board meeting for Tuesday, August 13, 2024, 5:00 pm, in-
person in the County Board room due to the EOC being occupied and/or remotely
via Teams or phone-in option.
10.Adjourn : The meeting adjourned at 5:32 p.m.
