HomeMy WebLinkAboutPersonnel Committee - Minutes - 8/22/2024Minutes of the Bayfield County Personnel Committee Meeting 5:30 PM, August 22, 2024 Meeting was Held In Person in the County Board Room and Virtually Members Present: Marty Milanowski, Mary Dougherty, Dennis Pocernich, Madelaine Rekemeyer, Fred Strand Others Present: Mark Abeles-Allison County Administrator, Kristine Kavajecz-Human Resources Director, Elizabeth Skulan-Human Services Director, Kim Lawton-District Attorney, Jaime Moore-PSAP Director, Meagan Quaderer-Emergency Management Director, Zak Radzak- Teamster Local 346, Sheriff Tony Williams, Sue Rosa, Kim Mattson-Finance Director, Ryan Olson, Kyle Hipsher, Eric Berge, Ben Dufford-County Conservationist, Scott Galetka-Land Records Administrator, Mike Moore, AJ Haring Jr, Jeff Spencer, Chip Eckelberg, Jameson Hecimovich, Brian Johnson, Tim Roguski, Maria Renz, Public Comment: None Approval of Minutes of July 11, 2024: Motion Milanowski, Strand to approve minutes of the July 11, 2022 Personnel Committee meeting. Motion Carried (5-0) Teamster Presentation (5:30pm): Zak Radzak asked for Juneteenth and Martin Luther King Jr Day to be added as holidays. Asked that holidays be paid at the number of hours that the employee is scheduled that day (10 hour holiday when working 10 hour shift). Asking for the full CPI 3.3% wage adjustment. Mike Moore is Teamster President and Eric Berge is Steward. Teamster Health Fund is healthy. Offered to bring on all employees to the health insurance and add the County Administrator to the Board of Trustees. Employees would be required to pay dues (except management). New and Modified Position Requests for the 2025 Budget: Presentations were made by Land Conservation, Land Records, Human Services, Sheriff, Emergency Dispatch Director, HR Director. Discussion Regarding County Leave Times and Possibility of Paid Time Off (PTO) System in the Future and Exploration of a New Wage Analysis. Consensus of the committee was to authorize the HR Director to investigate the possibility of implementing a PTO system in place of Vacation, sick leave and bereavement leave. The committee also authorized the County Administrator to obtain a quote for a comprehensive wage study. Reports a. Personnel Financial Report as of July 31, 2024: No glaring anomalies identified. Overall 51% of budget. b. Human Resources Report, July 2024: Reviewed the report that was included in the meeting packet. c. Workforce Group update and Employee Engagement Survey: Consensus of the committee was to authorize distribution of the employee engagement survey. Motion Milanowski, Dougherty to move into closed session pursuant to Wisconsin Statutes §19.85(1) (c) (e) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility and for Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Department Personnel Updates and Union Negotiations Discussion. Motion Carried (5-0) Entered Closed Session at 7:15pm. Motion Milanowski, Rekemeyer to return to open session.
