HomeMy WebLinkAboutPersonnel Committee - Minutes - 10/10/2024Minutes of the Bayfield County Personnel Committee Meeting 5:30 PM, October 10, 2024 Meeting was Held In Person in the County Board Room and Virtually Members Present: Marty Milanowski, Mary Dougherty, Dennis Pocernich, Madelaine Rekemeyer, Fred Strand Others Present: Mark Abeles-Allison County Administrator, Kristine Kavajecz-Human Resources Director, Zak Radzak-Teamster Local 346, Jan Lee, Mike Moore-Teamster Steward, Eric Berge-Teamster Steward Meeting called to order at 5:30pm by Chairman Pocernich. Public Comment: None Approval of Minutes of August 22, 2024: Motion Milanowski, Rekemeyer to approve minutes of the August 22, 2024 Personnel Committee meeting. Motion Carried (5-0) Motion Milanowski, Rekemeyer to enter into closed session pursuant to Wisconsin Statutes §19.85(1) (c) (e) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. And Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: August 22, 2024, Closed Session Minutes, Negotiations with TEAMSTERS Union, Department Personnel Topics. Entered closed session at 5:31pm Motion Milanowski, Rekemeyer to return to open session. Motion Carried (5-0 ) Returned to open session at 6:02pm Changes to the Current Leave Policy and Movement to a Paid Time Off Policy: Kavajecz reported that several counties have migrated to a PTO system and a couple others are currently in the process. HR would like to synthesize the data and review results of the current employee engagement survey that is being conducted before making a recommendation to the committee. Lead Assistant Zoning Administrator: A suggestion was made for the board to consider converting one of the Assistant Zoning Administrator positions to a Lead AZA position. The request for a fourth AZA position was not supported during the 2025 budget discussions. 2025 Budget: Recommendation to work within the existing Highway budget to accommodate the 3.3% wage increase -vs- the 2% that was included in the proposed budget. Reports a. Personnel Financial Report as of September 30, 2024: Reviewed report included in the meeting packet. b. Human Resources Report, August 2024: Kavajecz reviewed the HR report for the end of September. Meeting adjourned at 6:18pm. Minutes respectfully submitted by Kristine Kavajecz
