Minutes of the:
Bayfield County Sheriff’s Committee Meeting
November 18, 2024, 4:00 p.m.
Meeting Held in the Bayfield County EOC, Washburn, WI
The meeting of the Bayfield County Sheriff’s Committee was called to order at 4:00 p.m. by Marty
Milanowski. A roll call was taken as follows: Vice Chair Marty Milanowski – present; Dennis M. Pocernich -
present; Jan Lee – present; Madeline Rekemeyer– present; Chair Larry Fickbohm – present virtually. Total:
5 present. A quorum was present to conduct business.
The following were also present for today’s meeting: Sheriff- Tony Williams; Veteran’s Service- Kevin;
Emergency Management Director- Meagan Quaderer; Emergency Management Assistant- Maria Renz; Jail
Captain - Luke Kleczka; citizen - Sjana Schanning. Virtual: County Board Member – Sue Rosa
2. Approval of Minutes of October 21, 2024
a. Motion by Lee, seconded by Rekemeyer to approve the Minutes of the Monthly Bayfield
County Sheriff’s Committee Meeting held on October 21, 2024. Motion carried, 5-0.
3. Public Comment: Sjana Schanning shared a story video.
4. Veterans Support:
a. The Budget Summary was presented by Kevin Johnson. The budget is on track. Johnson
applied for a transportation grant which varies every year. He has traveled 44,000 miles
this year. The mileage is back to where it was in 2019 for the fiscal year 2025.
b. The Performance Overview was presented by Kevin Johnson. Johnson shared on the
Across the Pond Vets Park, appreciation dinner in Iron River, and Veteran’s Day. He
shared about the Badgers appreciation game on Saturday that included tailgating and a
presentation at the VFW tent outside the game.
5. Emergency Management
a. The Budget Summary was presented by Meagan Quaderer, Bayfield County Emergency
Management Director. She reported that the capital improvement account has $13,000
that needs to be moved to a 242 account. She will need to do a budget amendment due
to increased income.
b. Quaderer gave an overview of the department. The Ad Hoc Committee meeting will be
occurring, and discussion will be on the coordinator position description. The plan is to

have the description ready for the meetings in January and post in February. Quaderer
submitted grant applications. She shared that the Clean Sweep needs to go back to UW
Extension.
6. Sheriff’s Office
a. The Budget Summary was presented by Sheriff Williams. He reported that the budget is
looking good and would like to get two thermal drones with the extra funds.
b. The Office Overview was presented by Sheriff Williams. Williams shared that they went
to all the different communities and handed out candy and it went well. They will be
getting more cameras for the county; it helped in catching a stolen vehicle out of Taylor
County. Currently the office is one position short, one investigator is going to be Chief
Deputy in Ashland County, and the Lieutenant Investigator is retiring. They will also be
hiring for the two new positions. The Sheriff would like to work on the lateral transfer.
Bayfield County Sheriff’s Offices’ max pay is the starting pay for the surrounding agencies.
Negotiations do not need to be reopened because the current contract allows changes on
the lateral transfers.
c. Scales: Sheriff Williams shared that the scales did not fit in the truck as planned. They
purchased a sliding container for the bed of a truck to be able to carry the scales. Until
the office is back to full staff, it’s difficult to give up the time to weigh vehicles.
d. EMR: Rekemeyer requested this agenda item. Sheriff Williams shared that he would still
like to train the deputies as EMRs and plans to find grants for training costs. Rekemeyer
provided an overview of her thoughts on deputies as EMRs. She provided information
from studies that she found. She believes that the deputies should have the basic care
skills to help save lives. Williams shared that they do have AEDs in each squad car and
certified in CPR and AED usage. He said he wants them trained even without being
connected to an agency outside of the county. Doug Jennings would help find funding.
Deputies do not respond to EMS calls that are purely medical because they have no
trainings.
Motion by Rekemeyer, seconded by Lee for the county board to support the Sheriff’s Office
to receive EMR Training.
Discussion: Quaderer clarified that the county-wide EMS agency is a non-transporting
agency. She also shared that the relationship between the Sheriff’s Office and EMS may
be mended if there becomes a presence at the meetings and calls. The NR-EMR changes
makes this situation time sensitive. Rekemeyer stated that support could be given as a
statement from the board showing the support and financially.

e. The Jail Overview was presented by Luke Kleczka. He shared that they currently have 42
inmates. They are boarding seven from Douglas County. Two of our inmates are boarded
out for various reasons. 10-12 males and 10-12 females have been recruited to start an
AA group on Wednesday nights in the jail. Grace Bible Fellowship provides Bible studies.
There are two full-time open jailer positions, however they sent an offer letter to one
person. Performance evaluations to be completed in the next month. Kleczka shared the
concerns regarding PTO.

9. Adjournment:
a. There being no further business to come before the Sheriff’s, Emergency Management,
Veterans, Child Support Committee of the Bayfield County Board of Supervisors, Vice Chair
Milanowski adjourned the meeting at 5:31 p.m.
