MINUTES
Special Meeting of the Bayfield County Board of Supervisors
September 18, 2024
4:00 p.m.
Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI
Call to Order: The Special Meeting of the Bayfield County Board of Supervisors was called to
order at 4:00 p.m. by Chairperson, Dennis Pocernich. Roll Call was taken by County Clerk, Lynn
Divine, as follows: Mary Dougherty - absent; Larry Fickbohm - absent; Charly Ray - present;
Steve Sandstrom - present; Jan Lee - present; Jeff Olsen - present; Fred Strand - present; Jeff Holte
- present; Dennis Pocernich - present; Sue Rosa - present; Jim Crandall - present; Marty
Milanowski – present; Madelaine Rekemeyer – present. Present – 11, Absent – 2. A quorum was
present to conduct business.
Others Present: County Administrator- Mark Abeles-Allison; County Clerk- Lynn M. Divine;
Sheriff – Tony Williams; Finance Director – Kim Mattson
Pledge of Allegiance: The Pledge of Allegiance was recited by all in attendance.
Public Comment: None.
Bayfield County Resolution 2024-101; Resolution Providing for the Issuance, Sale and Delivery of a $3,667,000 General Obligation Promissory Note, Series 2024, of Bayfield
County, Wisconsin; Establishing the Terms and Conditions. Therefore; Directing its
Execution and Delivery; Creating a Debt Service Account Therefor and Awarding the Sale
Thereof. Milanowski made a motion to approve Bayfield County Resolution 2024-101;
Resolution Providing for the Issuance, Sale and Delivery of a $3,667,000 General Obligation
Promissory Note, Series 2024, of Bayfield County, Wisconsin; Establishing the Terms and
Conditions. Therefore; Directing its Execution and Delivery; Creating a Debt Service Account
Therefor and Awarding the Sale Thereof, seconded by Rosa. Roll Call Vote: Pocernich – Yes;
Rekemeyer – Yes; Olsen – Yes; Ray – Yes; Sandstrom – Yes; Lee – Yes; Strand – Yes;
Milanowski – Yes; Holte – Yes; Crandall – Yes; Rosa – Yes. Yes – 11, No – 0, Absent – 2.
Motion carried.
Discussion and Possible Action, Bayfield County Resolution 2024-102; Red Cliff Band of
Lake Superior Chippewa and Bayfield County Joint Resolution In Opposition to H.R.
9111. Strand made a motion to approve Resolution 2024-102; Red Cliff Band of Lake Superior
Chippewa and Bayfield County Joint Resolution In Opposition to H.R. 91111, seconded by Lee.
Motion carried, Yes – 10, No -1, Absent – 2.

Discussion and Possible Action regarding Board of Adjustment Appointment: Abeles-
Allison stated that he received a recommendation to reappoint Kim Sturm to the Bayfield County
Board of Adjustment for another three-year term. Ray made a motion to reappoint Kim Sturm to
the Bayfield County Board of Adjustment, seconded by Rekemeyer. Motion carried, Yes – 11;
No – 0; Absent – 2.
Animal Control Kennel Expenditures: Abeles-Allison explained the current situation of
needing to replace the Animal Control Officer and Humane Officer, as well as find a source to
replace our current kennel facility that is closing in two weeks. The Chequamegon Humane
Association has offered to assist with the kennel situation by temporarily converting their storage
building into kennels. To do so, funding is needed to help with the conversion. Abeles-Allison
requested a contribution of $5,000.00 from the Contingency Fund to assist with this funding. It
is anticipated that Ashland County and the City of Ashland will each contribute $5,000.00 to the
project as all three governments utilize the same officers and kennel. Ray made a motion to
authorize the County Administrator to be prepared to contribute up to $5,000.00 towards this
project for animal welfare, seconded by Holte. Roll Call Vote: Sandstrom – Yes; Ray – Yes;
Holte – Yes; Crandall – Yes; Pocernich – Yes; Lee – Yes; Olsen – Yes; Strand – Yes;
Milanowski – Yes; Rekemeyer – Yes; Rosa – Yes. Yes – 11, No – 0, Absent -2. Motion carried.

a. October 1, 2024 – Red Cliff at 5:30 p.m.
b. October 29, 2024 – Regular Meeting
c. November 12, 2024 – Statutory Meeting
Supervisors’ Reports: None.
Adjournment: There being no further business to discuss, Pocernich adjourned the meeting at
4:39 p.m.
