He said not to worry on an assessed value as an assessor can only appraise the current value as it is at the end of each and every year for the following years billing but to make sure whenever I get it closed in have a lock box outside for access to the interior not being there most of the time. That's easy 1960 as all 7 family farms have that number on dozens of buildings. My late Aunt, the Kennedy fanatic and the year he was elected.1960 code to enter all for decades now. Never changed any of them in her honor. 2 different types of shingles next year with green three tab on back and the green elk on the front for cost savings. No siding, just sealed exterior grade CDX plywood painted like phase one. Salvaged demolition windows, no values. Windows on site show previous installation and removal. 2 new exterior doors, 157.00 each. No flooring other than just green treated 3/4 inch subfloor like phase one No AC wiring to the Grid like phase one rather Colman lanters and Milwaukee M18 lights. No finished ceilings just unfinished CDX plywood like 1/2 of phase one. No finished walls, just CDX 3 ply plywood 8 feet high better than phase one as only the areas next to the bed even have insulation No base, no trim. Wood stove in livingroom and maybe bedroom. Window air conditioning off a generator like phase one. No new plumbing planned during that time as we have a toilet to the holding tank in phase one in an open corner working for two years just fine for two of us. Sent you a photo of septic installed piping before. Hopefully 6 inches of fiberglass on all the ceilings. Plastic for sure. Bedroom and living room walls insulated hopeful. 4 x 10 room unfinished storage room northwest corner 10 x 10 room unfinished storage room north by northeast 7 x 10 storage room CDX lid and walls with shelving for fasterners and building products storage room 16 x 16 bedroom unfinished CDX with no closet in the short term 4 x 7 unfinished plywood walls hallway 16 x 21 unfinished living room/dinning room with CDX plywood 8 feet on walls and maybe on ceiling too. 12 x 38 dog kennels west side for her three east German shepherd trained guard dogs and her three polish tatra courtroom trained assist dogs as she refuses to go TV lands Perry Mason in a wheel chair in court daily. I thought it was kind of cool when she entered the room from chamber with both dogs holding her up and when a hundred and forty pound white dog was flanking, the stenographer and the hundred and sixty pounder was flanking the bailiff when she was on the bench before MS got most of her. Watertight primitive cabin for two on 160 acres of land off road and sheltered for two people. I might even spray a golden oak stain on lids and walls in the distant future That is it. I want inside shelter for a few days when the two mules or equipment and I harvest lumber off our land with all the open free to all viewing of yesteryear working programs sent down for my cabinets shop building on the southern farm, a weekend or two at least of tourism, donating my time half dozen days or so to all the charity community events and deer hunting. That smelt feed turned whitefish feed at the historic gym this year was a somewhat cold night with the woodstove after 4 months of non heating to warm up everything but to sleep was best vs driving 306 miles home in the dark in a blizzard. But at the gym, they said my ticket sales work was a Clover Township record. I would guess selling tickets to charity events down here for decades was worth it to Clover Township. But I never buy, that way they know I am honest. I hope that answers your latest questions and if not I will try to answer that or those too going forward. I still would like to pull a set or sets of permits someday for plumbing and wiring if and when I get there just for insurance coverage documentation. Have a great night. Typically, we approve permits for the entirety of a construction project, not phase by phase as you've indicated in your site plan. Likewise, we don't permit structural framing separately from the other work associated with constructing dwelling space. I believe that's where the confusion surrounding the estimated fair market value arose from, since you were quoting the value of the framing while I was looking for the value of the finished structure. I think the easiest way to proceed is to permit all phases you've shown on the site plan now and let you work on the project as you have time in the years ahead instead of returning each year for a new permit. If you can provide me with the dimensions of the each of the rooms in the addition and a best guess of the structure's value once the additions are complete, we can move forward. Let me know if you have questions. A pleasure for sure. Here is an earlier drawing I found in a file on the farm that was used to pull used materials out of the sheds and target them for Wisconsin's final frontier on McInerney Road. I will try to find a better file photo of the one I sent you earlier but the exterior dimensions never changed based of lumber salvage on hand in all the utility sheds as the basis for building and this one has all the phases set by set on it a little cleaner than the last file photo sent to you. Windows are still changing as I sort out the better ones in the past 160 stall dairy barn on the family farms that I use for spare parts. I am just very confused with the assessment question. I am one of the most workable guys. You'll probably ever find it's never my way or the highway always a solution never a problem. I am the guy that when you are in trouble you call when no one else answers or cares to board you up or make emergency repairs in a torrential downpour for much needed help and get charged the actual hourly costs plus 10%. 1 guess that's why I have so many clients and I have yet to fully retire at 63 years of age. They won't let me go. I am the guy that gives hundreds and hundreds of hours of time and donations not only statewide but to Clover Township and this year even Bayfield County. Drove in to many blizzards to get to Herbster or return in them free of charge to help the community out. Currently, I am in Cape Girardeau assisting a snowbird from Cornicopia Wisconsin who did not know who was capable of repairs down here and asked for help and is paying two of my framers and myself well to get it done. I contacted 7 builders on Saturday and 5 answered that I talked to while the other two called me back on Monday as to wrap up your questions as best as possible. I then call Mike Rogers Sauk City, Wisconsin Conservation Congress chair in Sauk County who is an assessor for multiple townships and village's in his area. But I did not know is whatever he assesses between now and December 31st, 2023 doesn't go on the tax bill until December of 2024, he said the state statutes have then awway a year behind. He said he has multiple homeowners who are on the 9,10,11, or even more do it yourself jobs which is kind of what I'm on in Clover township. I told him I plainly and honestly did not know how to answer your question. I said I put posts in with 180 pounds of concrete starting at 5 to 5 foot 6 below grade last year and then used plywood on the ground to square it up not being able to square the building myself. He told me not to worry about that. Then framed small sections on the porch last year of decking and walls, slide them off the porch and stacked until I could get the lift in to place the prefabricated sections. I told him square footage and if lucky deck up, walls up, rafters on, sheeting on the walls and the roof, then 30# felt hopefully by deer season hopefully. Once it Snows I am done. Only snowshoeing after that with no plow. I told him the costs of materials to date, he asked will I get any windows in before December 31st, 2023. That is a great unknown at this time. He suggested that if it was only framing. $10000 was probably fair. If I put a few windows in 15 was pushing it. I told him I was more than willing to pull a continuing building permit every May 1st or earlier or later depending on snow and roads with an exact budget amount for that calender year. And he said he had many homeowners that did just that. Although pulling permits earlier down here with snow going away much more rapidly in the Columbia County in South county areas. The boys are gonna be down here and Cape Girardeau for the next week. They wanna fish the weekend and finish the building repairs up early next week. If it rains like hell, we're water tight. But I gotta get back to the family farms in Columbia County. When I get home I will screen shoot to you another copy hopefully that you can read better and if not snail mail it up to you to make it easier for you. I only asked because our permit fees are based on the fair market value of a structure upon completion, not the cost of construction. Since most 1,000+ square foot homes/cabins in the area are worth far more than $10,000,1 just thought I'd ask. Whatever number you give me is the one we will go with. It's a little blurry and difficult to read. I need a legible version to record what we are approving with this permit. • On your application you cited a fair market value upon completion of $10,000. Are you sure that this number is accurate? Please keep in mind the following section from our fee schedule: When an applicant's estimated Fair Market Value (FMV) is used in accepting a fee for issuance of a land use permit, and that FMV deviates by ten percent (10%) or more from the actual fair market value as determined from the tax rolls of the Town Assessor the year after project completion, and that deviation would have resulted in a different required fee, the applicant may request a refund for any overpayment and the Administrator may request an additional fee for underpayment. Where any such deviation exceeds one hundred percent (100916) of the applicant's estimated FMV and resulted in underpayment of fees, there shall be a presumption that the applicant either did not exercise reasonable diligence or misrepresented the estimated FMV to obtain a lowerfee. In such cases, the Administrator may require that triple the additional fee be paid. Where any such additional fee is not paid thirty (30) days or more after a written request was sent nor an appeal filed, the Administrator may issue a citation. If such additional fee is still not paid after another thirty (30) day period, the permit becomes void and other enforcement actions may be taken." • Is the existing house currently connected to the holding tank onsite? • Since work on the addition has begun without permits, we will charge after -the -fact double fees.
