The form we got already went in front of the board, but this was done without proper public notice. Because this is a conditional use, the public need to be notified beforehand. Can you please submit a new form with just the top portion completed and we will get it sent to the town with proper notification. Let me know if you need me to send you a new form in the mail or if you can come pick one up at the office. - Can you provide clarification on which structure(s) will be associated with the proposed use(storage and retail)? On the land use application site plan you have 2 garages and a house drawn in. Will all of these structures be associated with the use? - Will there be outdoor sales or will it take place within a structure? - Will there be signage associated with the use? As a neighbor to the proposed Curio & Souvenir and Specialty Store I have some concerns and possible ways to address them in the permit. Regarding the three standards used in setting conditions (General Welfare, Nuisance, and General Plan Consistency) please consider adding the following conditions to the permit: 1. Limit the duration of the permit to five or ten years, rather than running with the land. This type of development is not consistent with the Town of Barksdale Comprehensive Plan (pg 4) which says, "The number one goal of the Town of Barksdale is to preserve the rural character of the Town. Agriculture is essential to this rural character." I appreciate Randy and Connie's interest in running the business during their lifetimes, but this type of business is an anomaly in the area that doesn't reflect the Town's plans and maps. A sunset condition would address this. 2. Limit business hours and days. This would address public welfare, health and safety concerns about increased automobile traffic on Wedal Road which is used daily by walkers, runners and UTV operators. 3. Prohibit outdoor sales displays. Permanent tables and shelves with items for sale outdoors are not in -keeping with the Barksdale's Future Land Use Map which shows this area as Agricultural Core and Forest limited residential. Unlike other home -based business on Wedal Road which are not visible from the road (auto repair), a retail store is open to the public and has a visual presence. Keeping the items for sale inside the store building would help minimize the visual impact on the rural character valued by the Town residents. 4. Limit signage to temporary (on wheels) signs that are visible only during business hours. This is to reduce the amount of unwanted traffic that might travel 1.5 miles up Wedal Road from Highway 13, only to find the store closed I have spoken with Randy about his application. He had already thought about these issues and has plans along similar lines mentioned above. Codifying these safeguards as conditions in the permit would be the clearest way to provide the Daigles with their business opportunity while also being consistent with the Town of Barksdale's plans and land use maps and mitigating safety concerns about extra traffic on Wedal Road.
