The purpose of this E.I.A. is to fulfil the requirement of the Bayfield County Ordinance, Title 13: Zoning Code, Section 13-1-42: Environmental Impact Analysis. The attached report and appendices provide the necessary information complete the Environmental Impact Analysis as outlined in Title 13: Zoning Code, Section 13-1-42. The Site development evaluated in this E.I.A. is a proposed small campground that includes 30 campsites in an area of 17.7 acres of undeveloped forest land. The Site is currently zoned for residential/recreational business development. The proposed development is designed as a walk-in campground featuring 30 campsites approximately 20 feet x 50 feet with raised tent platforms. The campsites would be constructed to minimize the removal of trees and to exist within the natural surroundings. The purpose of this E.I.A. is to fulfil the requirement of the Bayfield County Ordinance, Title 13: Zoning Code, Section 13-1-42: Environmental Impact Analysis. The following sections of this report along with the maps and attachments provide the necessary information presented in Title 13: Zoning Code, Section 13-1-42. 1.1 Uses Requiring an E.I.A. As outlined in Title 13: Zoning Code, Section 13-1-42, subsection D, Item (3) Any mobile home park, campground or camping resort shall require an E.I.A. 2 Summary Statement The Site development evaluated in this E.I.A. is a proposed small campground that includes 30 campsites in an area of 17.7 acres of undeveloped forest land. The Site is currently zoned for residential/recreational business development. The proposed development is designed as a walk-in campground featuring 30 campsites approximately 20 feet x 50 feet with raised tent platforms. The campsites would be constructed to minimize the removal of trees and to exist within the natural surroundings. The proposed development meets the requirements of the Bayfield County Ordinance, Title 13: Zoning Code and addresses recommendations in the Bayfield County Comprehensive Outdoor Recreation Plan 2020-2024 for the creation of camping sites in the Town of Belt and the Cornucopia Airport. 3 Nature of the Site and Surrounding The Site address is 23185 Jack Pine Road, Cornucopia, Bayfield County, Wisconsin. It is located in the NW 1/4 of the SW 1/4 of Section 26, Township 15 North, Range 6 West, within Town of Bell. The location of the Site is illustrated on Figure A1, included in Appendix A. 3.1 Site Characteristics and Topography The Site is undeveloped and densely forested with primarily younger decictuous broadleaf popular trees and pine trees along with various saplings and scrub/brush undergrowth. Based on the type and maturity of the trees it is likely the timber on this Site was previously harvested. The topography of the Site is relatively flat to 6 percent slope across the area. Site elevations range from approximately 730 feet, National Geodetic Vertical Datum (NGVD), on the eastern portion to 690 feet NGVD, on the western portion of the Site. The change in elevation is approximately 40 feet vertical over a horizontal distance of 650 feet. Existing elevation contours and proposed site development contours are shown on Figure A S3 provide in Appendix A. Sippel Consulting Services Page 1 December 22, 2024 233'§5J^€l<131NEROAD/t:ORNN£QBI^^^^W ni-" r' 9 Q ^n/3.2 Geology and Soils of Bayfield County i-!i-- ': --'Lu' 3.2.1 Geology Most of Bayfield County is underlain by ancient (Precambrian) sandstone and igneous rocks. Part of the county is underlain with Superior Red Sandstone, over which is a thick mantle of clay and gravel, forming an artesian slope. This produces an excellent source of underground water supply. Crystalline rock underlies part of the southern section of the county with granite outcroppings common along the Marengo River at the western edge of the Penokee Range. Glacial deposits, reaching 300 feet over bedrock in some places, cover most of the county. Those deposits covering the Lake Superior lowland are generally shallow lake basin deposits. A large pitted outwash plain is located in the west central part of the county. This plain is continuous down through Douglas and into Washburn and Burnett Counties except for an end moraine that runs southeast/northwest across the county. A thin layer of drift covers the southwestern corner of the county. The tower elevations around the fringe of the peninsula are covered with lake deposits consisting mostly of red clay, which form the base for productive soils in some areas. Steep topography and bedrock near or at the surface are found along Lake Superior in many places, providing for many scenic areas. Clayey lake deposits occurring further inland in the lowland west and southwest ofAshtand and in the northwest part of the county provide for some of the most productive agricultural land in northern Wisconsin. 3.2.2 Soils General Soil Characteristics - A wide variety of soils with varied suitability for agriculture, forestry, and other purposes exist in Bayfield County. Soil associations fall into five generalized categories: 3.2.3 Clayey Soils and Sandy Soils over Clay Located around the fringe of the peninsula and in area to the west and southwest of Ashland, these soils contain the major agricultural areas of the county. 3.2.4 Sandy Soils Dominating much of the inland areas of the Bayfield Ridge and the Pine Barrens in the west central part of the county, these soils are poorly suited for agriculture but well suited for pine trees. • Northwest Sands Area -The NW Sands Area is a unique region that stretches southwest to northeast through Burnett, Washburn, Douglas, and Bayfield Counties. This area is largely rural in character and many local residents have lived in the area for several generations. Soils in this region are very sandy and ctroughty. Within the NW Sands Area, Precambrian and Cambrian bedrock are covered with 100 to 600 feet of glacial drift with the thickest deposits in the northern part of the area. The underlying Sippel Consulting Services Page 2 December 22, 2024 23^8&^^lfeNNERC^D,GORNU^ bedrock is Cambrian quartzose and glauconitic sandstone and siltstone at the southern edge. In the northern part of the area (Bayfield County), the bedrock is Precambrian basalt, uthic conglomerate, sandstone and shale, and feldspathic to quartzose sandstone. The NW Sands Area consists of a large nearly level to hummocky pitted out wash plain. Soils are deep sands that tend to be low in organic material and highly porous. These soils are classified as Psammants and Orthods and support the dry forests, barrens, and limited agricultural lands of the region. The entire area is highly susceptible to groundwater pollution due to the sandy porous soil. 3.2.5 Loamy Soils of Uplands Prevalent in much of the southern third of the county, these soils are generally not well suited for agriculture but are suited for softwoods and hardwoods with forestry being the dominant land use. 3.2.6 Silty Soils of Uplands and Flats Found only in the southwestern corner of the county these soils are poorly suited for agriculture but are suitable for some forestry. 3.2.7 Wet Mineral and Organic Soils Found only in two places in the southeastern corner of the county, these soils are unsuitable for agriculture but are suitable for some forestry. 3.2.8 Site Geology and Soils 3.2.8.1 Site Geology The geology of the Site, based on nearby water well records obtained from the Wisconsin Department of Natural Resources indicate the surficial glacial deposits of the clayey lowlands to consist of silty clay of the Miller Creek Formation. These deposits are anticipated to be less than 100 feet in thickness, generally in the range of 10 to 65 feet thick according to the well records, and increase going east from the shore to the uplands. The Miller Creek Formation in this area is underlain by Proterozoic sedimentary rocks, likely of the Bayfielct Group. 3.2.8.2 Site Soils The soils of the Site, as mapped by the National Resources Conservation Service (NRCS) soil survey, are primarily Cornucopia silt loam (481 C) with minor areas of Portwing-Herbster complex (480B). Minor excavation work conducted on the Site encountered topsoil and organic matter (tree roots) from land surface to approximately 0.5 feet below land surface (bis), followed by approximately one foot of sandy soil (0.5 foot to 1.5 feet bis) underlain by red clay with cobbles and small boulders to the depth of the excavation of approximately four feet bis. 3.3 Percolation Tests and Core Samples Soil core samples and percolation tests for the Site were not available at the time of this report, and given the proposed development may not be necessary. The only permanent structures proposed for the Site, the maintenance building and camp building, will be slab-on-grade construction with frost footings. Given the description of the Site soils in the soil survey, identified with nearby water well records, and the Site excavation work complete, this may be sufficient information for the proposed building construction. No on-site sewage treatment system wilt be constructed as the Site wilt be serviced by the local municipal waste water treatment facility. 3.4 Water Resources No surface water bodies, rivers, streams and/or creeks are identified on the Site, based on a review of the United States Geological Survey (USGS) 7.5-minute topographic map for the Cornucopia Quadrangle. Siskiwit Bay (Lake Superior) is the nearest surface water body located approximately 0.3 mile west of the Site. Surface water runoff would generally be from east to west, perpendicular to the slope. Three natural swales cut through the Site from east to west, located at the northern and southern edges of the Site and one through the center, which has an existing culvert beneath Spirit Point Road. These natural swales would not be disturbed by the proposed campsite development and culverts and a foot bridge would be installed to maintain the swale running through the center of the Site to accommodate foot paths. A culvert would be installed beneath the entrance driveway to maintain the western swale. Topographic contours and the physical features, such as the natural water flow swales and culverts are illustrated on the Figures A S1 and A S3, provided in Appendix A. Surface water runoff flows from east to west, a portion infiltrating to the subsurface along its path or lost to evaporation, with any remaining runoff eventually discharging to Siskiwit Bay. Sippel Consulting Services Page 5 December 22, 2024 ^3:18&JM:K!3lNERC®D<:<SOR^yG;©PIA,^W 3ZO^ Ground water is estimated to be approximately 50 feet bis of the Site, based on water well records reviewed for this area. The surfidal deposits of the Miller Creek formation are identified as silty clay. These unconsolidated deposits of the clayey lowlands are estimated to be 50 feet thick and overlying the Bayfield Group sandstone beneath the Site. The clayey deposits generally have low permeability and act as an aquitard to surface water (and pollutant) infiltration to the underlying aquifer. Ground water for drinking water purposes is generally accessed from the sandstone bedrock beneath the area. Aquifer yield for the sandstone is estimated to be approximately 50 gallons per minute, based on review of the water well records for the area. Well records and locations review for this E.I.A. are provided in Appendix C of this report. 3,5 Vegetation Characteristics The Site is undeveloped and densely forested with primarily younger deciduous broadleaf popular trees and pine trees along with various saplings and scrub/brush undergrowth. Based on the type and maturity of the trees it is likely the timber on this Site was previously harvested. The proposed walk-in campsites would remove only those trees necessary to accommodate a typical campsite of 20 feet by 50 feet, disturbing existing vegetation as little as possible. Efforts to avoid mature trees would be taken when developing the individual campsites. No impermeable surfaces would be laid as the proposed cart and foot paths would be gravel anct/or mulch. The campsites would be mutched and the tent platforms would be elevated, set on concrete blocks/piers to support the platforms. Campsite details are presented on the Figures A T1, A T2 and A T3, provided in Appendix A. 3.6 Land Use Patterns Properties surround the proposed Site include the following (Figure A 1, Appendix A): • North: Jack Pine Road borders the north property limit followed by undeveloped forested land. • South: Immediately south of the Site is an undeveloped area of approximately five acres, followed by rural residential development of three parcels. • East: W Spirit Point Road borders the eastern property limit followed by the Cornucopia Airport, the Town of Belt shop and recycling center and the waste water treatment facility. • West: Immediately west of the Site is 20 acres of undeveloped forested land. Jack Pine Road borders the western limit of this undeveloped land followed by rural residential/commercial properties, that includes Siskiwit Bay Lodge, and then Siskiwit Bay. Sippel Consulting Services Page 6 December 22, 2024 i°2024 23'1^^€KRINERO^&,£QR^(^^^^^ 4 Proposed Development 4.1 Site Design The proposed campsite development for the property consists of 29 individual tent platforms and one group site that includes four tent platforms. The design of the individual campsites is for single or double occupancy, although campers with children may be allowed up to four occupants per individual campsite. The group campsite is designed to accommodate a camping party of up to 12 individuals. This is to be a "walk-in" camping site where campers would leave their vehicles in the Site parking lot and carry their gear to the assigned campsite. Electric golf carts will be available for staff to assist in transporting gear to the campsite, should the need arise. A small parking area has been designed adjacent to the group campsite so a camping group may move gear from their vehicles directly to the group campsite. The camp building, located adjacent to the parking lot at the entrance to the Site is designed with shower and bath facilities along with a camp kitchen, sauna, hot tub and general gathering/recreational area. Potable water for camp and maintenance buildings would be supplied from an on-site water well. The camp and maintenance buildings would be connected to the municipal sewage system to handle waste water generated at the Site. Access to the Site would be from the north off Jack Pine Road. Jack Pine Road is unpaved and the Site entrance drive and parking lot will also be unpaved (Class V sand and gravel). With the exception of the camp and maintenance building footprints, no other impermeable surfaces will be constructed on the Site. Detailed maps and drawings illustrating the Site boundaries, campsite and building locations and cart and foot paths, along with building and campsite details are provided on Figures A 51 and A S2, Appendix A. 4.1.1 Landscaping Design and construction of the campsites, buildings and parking lot will result in the removal of some trees and brush. The Site is relatively flat and every effort will be taken to locate campsites in areas that will not require the removal of mature trees or extensive earthwork. The Site is relatively flat, topographically, and it should be relatively easy to locate campsite with minimum earthwork to level and grade the area. Since elevated tent platforms will be constructed at each campsite, there will not be a need for extensive grading and leveling. Areas that are cleared of trees and brush will be covered with mulch to reduce soil erosion. Minor grading around the tent platforms may be necessary to allow stormwater runofffrom the tents to sheet flow overland with the existing grade. Sippel Consulting Services Page 7 December 22, 2024 tf20/:4 23185MCK PINE ROAD; COBNU£©PlA,WI 4.1.2 Wetlands and Shoreland There are no wetlands on the Site and it is not located near a shoreland, therefore there will be no need for draining or filling of wetlands or shoreland alterations. The design concept is to provide campsites within a natural environment to the extent possible. 4.2 Existing Vegetation As mentioned in an earlier section, trees and brush will be removed to accommodate construction of the parking lot, buildings, campsites and paths. Every effort wilt be taken to avoid removal of mature trees and minimize earthwork for site grading. Areas to be cleared of trees and brush will be mulched to reduce soil erosion. Foot and cart paths will be gravel where necessary but mulched foot paths are proposed. The entrance drive and parking lot will be Class V sand and gravel. The only impermeable surfaces on the Site are the footprints for the camp and maintenance buildings. 4.3 Storm Water Runoff The natural topography of the Site will be maintained with minimal changes primarily to complete construction of the parking lot and buildings. These areas will be graded and sloped accordingly to promote runoff and discourage ponding. Grading will be completed to blend into the existing topography and allow surface water to runoff with the natural flow of the Site. 4.4 Waste Disposal 4.4.1 Waste Water Generation Based on information published by the U.S. Forest Services (Forest Service Handbook 7409.11, Section 44.11, Exhibit 1), the estimated waste water generated at a campground with showers and flush toilets is 25 to 50 gallons per person per day (25-50 G/P/D). The Site proposal with 29 individual campsites and one (1) group campsite, assuming two (2) people per individual campsite and 12 people at the group campsite, and assuming full capacity is 70 people per day. The proposed Site operational season is Memorial Day to Labor Day, approximately 110 days per season or approximately 16 weeks. Assuming the full capacity of the campsites three (3) days per week: 29 Individual campsites 58 people 1 group campsite 12 people Total population per day 70 people Average Capacity for 3 days/week 210 people Full Capacity for 7 days/week 490 people 16-week season, Average (210x16) 3,360 people/season 16-week season. The Site will be connected to the local municipal waste water treatment facility. The calculated daily average should not significantly impact the local water treatment plant. 4.4.2 Solid Waste Generation Information published by the U.S. Environmental Protection Agency (Office of Waste Management, "Solid Waste Management in Recreational Forest Areas" and the Washington Post "Tracking Trash in our Nation's Green Spaces") the estimated quantity of solid waste generated by campers is 1.37 pounds to 1.5 pounds per person per day (Ibs/P/D). Using the population numbers presented above and assuming 1.5 pounds of generated solid waste per person per day: Average capacity waste generation 5,040 Ibs/season (2.52 tons) This calculates to 315 Ibs/week or approximately less than 1 cubic yard of waste per week, using a conversion factor of 480 Ibsof waste per cubic yard. (US EPA conversion factors for solid waste estimate 480 pounds to 800 pounds per ton of solid waste.) Full capacity waste generation 1 1,740 Ibs/season (5.87 tons) This calculates to 734 Ibs/week or approximately less than 2 cubic yards of waste per week. The Site will contract with a local hauler for solid waste pickup and appropriate disposal. The Site will have a central waste containers) located near the Camp Building in bear-proof containers or enclosure. 4.5 Water Well One water well is planned for the Site to be located near the camp building providing service to the camp and maintenance buildings. Review of water well records for the area indicate the well will likely be completed in the sandstone unit beneath the Site at a depth greater than 100 feet bis. Pump test data provided in the well records indicate aquifer yield to be at least 50 gallons per minute. This should be sufficient for the camp and maintenance building needs. Sippel Consulting Services Page 9 December 22, 2024 23-185JMK^INEiROA;(3;<:QR[S!(JeQRIA;^^^^W^ 5 Impacts of Development on Natural Surroundings 5.1 Wildlife A wildlife survey of the area had not been preformed for this development; however, the Comprehensive Plan Town of Bell, Bayfield County, Wisconsin (2009), indicates there are no endangered species in the proposed development area. "The Town of Bell provides habitat for a diverse population of wildlife including whitetailed deer, black bear coyote, red fox, beaver, river otter, mink, red and gray squirrel, goldfinch, black-capped chickadee and ruffed grouse. In addition the Town provides nesting and feeding sites for several avian species including sharp-shinned hawks, coopers hawks, broad-winged hawks, red-tailed hawks, northern barriers, kestrels, merlins, great-horned owls, songbirds, several species of ducks and geese." "The WDNR's Natural Heritage Inventory Database indicates that several threatened species and species of special concern and/or communities have been documented in the town of Bell. There are no endangered species documented as occurring in the Town. Most species are associated with emergent marsh, submergent marsh and bog fens located in the Lost Creek and Siskiwit River watersheds and along the shoreline of Lake Superior." Removal of trees and brush will impact some of the native wildlife habitat. The removal of trees and brush to construct the buildings, parking lot, campsites, and paths is calculated to be approximately 67,000 square feet (sf). The total area of the Site is 17.7 acres or 771,012 sf. The amount of tree and brush removal will be approximately nine (9) percent of the total area. The Site is located west of and adjacent to the Town of Bell shop and recycling facility, the Cornucopia Airport and the waste water treatment plant. There is also additional residential development to the south and west of the Site. Overall, the area surrounding and beyond what is mentioned here is still relatively undeveloped and forested land. Therefore, the development of this Site will likely have minimal impact on the wildlife of the Town of Bell and Bayfield County. There are no water bodies identified on the Site, therefore there are no impacts to fish. 5.2 Frontage on Navigable Water The Site has no frontage to navigable waters. 6 Alternatives to Proposed Action The proposed development is a small camp ground facility for tent camping with additional amenities such as shower, flush toilets, camp kitchen, sauna and hot tub. The development looks to keep tree and brush removal to a minimum, incorporating the campsites into the existing natural features of the Site. The Zoning Code does allow for 10 campsites per acre and since the Site is 17.7 acres, it would be possible to apply for approximately 180 campsites on the Sippel Consulting Services Page 10 December 22, 2024 ^%31^SMC:^PIBERO^D,CQRN property. However, the developer wishes to keep this campsite small to fit within the ^ . /u/" atmosphere of the surrounding area and the community. Alternatively, this Site could be divided and developed as residential tots. The construction of new home and adjacent out-buildings on the sites would likely result in the removal of far more trees and vegetation and greater earthwork and landscaping to accommodate buildings and drives, which in turn may create additional erosion and water pollution issues. Operation of the campsite will need to be diligent to minimize human impact. Such impacts may include harvesting of trees for camp fires, activities that may cause erosion issues, unauthorized disposal of trash and/or human waste. And, occasional human confrontations may occur between campers. Explanation of the rules of the campsite and policing by camp staff to stress adherence to the rules of good camping behavior along with maintenance and repair of problems that occur will provide for a successful development. 7 Economic-Social Impacts 7.1 Population The campground design is that individual campsites would be occupied by one (1) to two (2) individuals. Exceptions may be made for small families camping with a small child or two to occupy an individual campsite. The group campsite is designed for maximum occupancy of 12 individuals. Using two people per individual campsite and 12 occupying the group campsite, at full capacity that would be 70 individuals per night. 7.2 Estimate Total Days Assuming the camp ground operated from Memorial Day to Labor Day, the estimate total user days is approximately 110 days per year. If the campground expanded its operating dates from mict-May to early-October, it the estimated total user days would be 145 days per year. 7,3 Economic Benefits Initially, the Owner plans to be the campground operator, hiring part-time staff, as needed to assist in operating and maintaining the Site. The design of the camp building incorporates a second story apartment that the Owner plans to occupy during the initial start-up period of the campground. Given success of the campground, the Owner plans to hire permanent staff to operate the campground and maintain the Site. This will likely equate to 1.5 to 2.5 full-time- equivalent (FTE) employees. The desire would be to employ an operator and their family that would live on-site in the apartment. This would be in line with the Bayfield County Comprehensive Outdoor Recreation Plan 2020-2024 to provide affordable housing for area employees. 7.3.1 Construction Trades The development of the Site will need various trade professionals that may include: • Well drilling services to construct the campground water well and water lines Sippel Consulting Services Page n December 22, 2024 ^3185JA€KPWERQAD,CORNQg©RI^^"3 20 24 • Tree services to clear trees and brush from campsites • Earthwork operators and equipment to construct building pads and footing excavations for the maintenance and camp buildings, grade the parking lot and place Class V gravel where necessary • Electrical and plumbing professionals to assist in the construction of the maintenance and camp buildings • Construction professionals and general labor to assist in the construction of the maintenance and camp buildings 7.3.2 Property Values It is anticipated the development of this Site to a recreational business would increase the property value. 7.3.3 Tax Revenue The current tax revenue generated from the undeveloped property is approximately $1,600 per year. The development of the property will likely increase the property tax revenue two to four times that amount. 7.3.4 Retail Sales Limited retail sales are planned for registered campers at the campsite. In addition to the of daily user fees, campers may purchase items such as coffee mugs, water bottles, t-shirts and hats with the Corny Camp logo. The Owner plans to use a local print shop for these items. The fees and retail items may have some additional local taxes that may benefit the community. However, having people plan a stay at the campground will likely benefit local outfitters, retail shops, grocery stores and restaurants in the community. 7.4 Services 7.4.1 Roads The entrance to the campground parking lot will be immediately off of Jack Pine Road. No additional roads are planned for this development. 7.4.2 Snow Plowing Since the campground will operate seasonally, during the warm weather, and with no additional planned roads, there will be no annual cost for snow plowing. It is assumed the Town of Bell will continue to plow Jack Pine Road as it currently operates and snow removal for the Site, if necessary, will be the responsibility of the Owner. 7.4.3 Traffic Loads The traffic loads on W Spirit Point Road and Jack Pine Road leading to and from the campground are anticipated to be light. It is estimated 10 to 30 passenger vehicles, typically cars, vans and light trucks, will seasonally use the adjacent roads from the Site to the various area commercial centers. The exception to this would be contracted trash services. Sippel Consulting Services Page 12 December 22, 2024 23^B5yA€^RIiEROAD>€0RN^G)131^ 7.4.4 Solid Waste Generation The annual amount of solid waste generated is estimated to be 2.5 to six (6) tons per year, or generally one to two cubic yards per week (see Solid Waste Generation section 4.4.2). 7.4.5 Schools Since the campground is a seasonal and transient population development, there is no estimated annual cost for schools. 7.4.6 Emergency Services Emergency services in the area include: • Cornucopia Fire Department: Cornucopia, Wl located approximately 2.5 miles southwest • It is assumed the area is policed by the Bayfield County Sheriff's Department. The Bayfield County Sheriff Office is located in Washburn, Wl, approximately 22 miles south east of the Site. • The nearest hospital is Bayfield Memorial Hospital, located in Washburn, Wl, approximately 22 miles southeast of the Site. 7.5 Assessment One of the recommended improvements for the Town of Bell within the Bayfield County Comprehensive Outdoor Recreation Plan 2020-2024 (Plan) included creation of camping sites. This development not only addresses this recommendation, but does so in a manner that is more environmentally friendly versus creating a massive campground of 100+ campsites or a recreational vehicle park. The Plan also recommended adding a camping area for the Cornucopia airport. This development would be adjacent to the airport and the campground would provide shuttle service. The campground would also provide shuttle service to the kayak outfitters, local stores, restaurants, harbor shops and the beach in the area, thereby freeing up limited parking in the beach area as a way of promoting local business and being a good neighbor in the community. The development of this Site as a campground will have environmental impacts with the removal of vegetation and the influx of human activities in the area. However, the proposed plan is for a small campground to exist within the surrounding natural environment and the community. With the Site development requires a 40-foot setback from the property limits. Being densely wooded and limiting tree removal, will make the campground nearly invisible to passersby. In addition, the Owner controls the five-acre parcel to the south of the Site, which wilt be a buffer area between the campground and established residentials. The subject property is not located in the Shorelands or Floodplains. There are no mapped wetlands on the subject property. The owner would like to construct a 30-tent site campground, including one group site. Each tent site would include a wood deck with canvas walls and roof and an outdoor sitting area. There is an existing driveway that would provide access to a 40-space parking lot on the north end of the subject property. The tent sites are located centrally on the subject property aside from the group site, which is located further north closer to Jack Pine Rd. Individuals would walk into these tent sites from the proposed parking lot as there is no vehicular access to each tent site. Additionally, there would be a shared camp building with restrooms, showers, and a common/recreation area on the south side of the parking lot north of the tent sites. The second floor of this building would have living quarters for the camp host. A maintenance building that will include a workshop, laundry room, sewing loft, & office is located north of the parking lot and west of the group tent site. There is an enclosed trash area, recycling/trash shed and woodshed near the parking lot. The subject property is currently heavily wooded, and the applicant has indicated that they intend to retain as many trees as possible. Bayfield County Ordinance Section 13-l-28(b) and (c) requires the following related to campground development: (b) Creation and IVIanagement. The following requirements shall apply to the creation and management of all parks: (1) The minimum size of a campground or camping resort shall be three (3) acres. (2) The maximum number of sites shall be ten (10) per acre and the maximum number of camping units shall be one (1) per site, except that ten percent (10%) of the total number of sites can be constructed and used as dual sites. (3) Each site shall be plainly marked and surfaced with compacted sand, gravel, blacktop, or concrete, except for tent sites. (4) Each camping unit shall be separated from other camping units by a yard not less than fifteen (15) feet. (5) There shall be one (1) automobile parking space for each site, plus one extra parking space for every three (3) sites. (6) Unless opaquely screened by existing vegetative cover, all parks shall be screened by a temporary planting offast-growing material capable of reaching a height of fifteen (15) feet or more, such as hybrid poplar, and a permanent evergreen planting such as Norway pine, the individual trees to be such a number and so arranged that within ten (10) years of planting to be such a number and so arranged that within ten (10) years of planting they will have formed an opaque screen. Such permanent planting shall be grown or maintained at a height of no less than fifteen (15) feet. (7) All campgrounds and camping resorts shall conform to the requirements of Ch. ATCP 79, Wis. Adm. Code. (c) Campground and Park Setbacks. There shall be a minimum yard setback of forty (40) feet at all lot lines of the park and the park shall conform to the normal setback for permanent structures from highways, roads, and shorelines. This setback shall not apply to internal access roads within a park. An Environmental Impact Analysis (EIA) was included with this request that addresses each of the items required by Bayfield County Ordinance Section 13-1-42. County staff received a phone call from the Town of Bell Sanitary District, which raised concerns about being able to handle the additional wastewater the development would produce. They indicated that their current infrastructure is not adequate to meet the anticipated demand of the proposed project. The Public Health Department will need to be contacted to secure the appropriate licenses. The department has no significant concerns about the proposed project aside from properly addressing the wastewater needs. Per the USDA Web Soil Survey the majority of the site is indicated to be comprised ofsilt loam. The individual who completed the EIA indicated that no soil tests have been completed for the subject property so there is limited understanding as to what type of private on-site wastewater system (POWTS) would be possible for the site. The department researched any approved POWTS in the general vicinity and all were holding tank systems because the soils indicated redoximorphic features at 12 inches or less, which indicates poorly drained soils. If the only option for the proposed campground is a holding tank system, this will require the property owner to find a location to dispose of the wastewater on a consistent basis. Finding a nearby location to do this might be difficult and costly given that the Town of Bell Sanitary District has indicated they would be unable to accept the additional wastewater. The Committee could consider tabling this item and requesting the applicant get soil testing completed for the site so they have a better understanding of what type ofPOWTS might be able to service the project. If the Committee would choose to approve the request the department recommends the following conditions be added: 1. If unable to connect to the public sewer, an approved sanitary permit must be obtained for a POWTS. 2. A license must be obtained from the Public Health Department. 3. Any lighting installed needs to utilize dark sky lighting standards, unless otherwise superseded by State or Federal regulations. 4. Any required building permits be obtained from the appropriate authorities, including the Uniform Dwelling Code (UDC) for each tent unit if applicable. 5. Requirements (e.g., permits/licensing/tax) of Local Town, Village, City, State or Federal agencies need to be obtained. 6. Must meet and maintain setbacks and the required 1 5-foot separation between camping units. 7. If existing opaque vegetative screen is removed, a new vegetative screen that meets Bayfield County Ordinance Section 13-l-28(b)(6). 8. I would like to express my concerns about Talitha Goldammer's request for a conditional use permit to construct and operate a campground consisting of 30 tent sites, camping building (restrooms, showers, common/recreation area, and camp host apartment) and maintenance building (workshop, laundry room, sewing loft and office) on the 17.7-acre parcel, Tax ID# 39369.1 walked that property when it was for sale in the spring of 2024.1 observed the following environmentally sensitive features on the property: • Steep terrain with multiple small drainages • Surface run-off and reduced water infiltration in clayey soils after a small rain • Standing water • Wetland plant communities in areas not currently documented as wetlands • Springs and small streams • Intact plant community that is able to hold soil in place and help mitigate excess storm water My concern is that it would be difficult to construct the number of campsites and proposed infrastructure without negatively impacting the soil, water and other environmental factors. The initial construction would have significant impacts, the alteration of the landscape would impact future stormwater holding capacity and the number of people and pets at the campground would have high demands on water resources and sewer infrastructure. I would like to see the Environmental Impact Analysis to determine if adequate stormwater collection, human bathroom and laundry water and human and pet wastes have been considered adequately. Bayfield County and Lake Superior are unique and special because of the natural beauty and water. I would hope that these environmental resources are cherished, respected and stewarded for future generations. It is important to protect these for the entire community and visitors who find wonder and rejuvenation in this special place. I ask the Bayfield County Planning and Zoning Committee to take into consideration the impacts that 30 camping sites, a camping building, a maintenance building and the number of people and cars would have on the area. Currently, the facility is averaging 20,000+ gallons per day between the flow from the sanitary district and the hauled in holding tank waste. You have indicated that the campground is proposing to have 49 sites averaging 58 persons per day on an annual basis. However, on a seasonal basis, they are projecting a 16-week season, with as many as 490 people there at one time for as long as 7 days. They are projecting their wastewaterftow to average between 25 and 50 gallons per person per day. On an annual basis this would equal 547,000 to 1,095,000 gallons per year. This is equal toas much as an additional 1 5% increase to your flow. Since the camping season would be early May thru early October, this would alt be discharged during your fall discharge time period and the holding pond would need to accommodate a 30% additional volume. Currently, the holding pond can contain 4,400,000 gallons at the design maximum water level, and you currently utilize the entire volume between discharge intervals. You currently do not have the capacity to accept this much additional flow. You are in facility planning to add capacity for an additional 20,000 gallons per day of holding tank waste at an estimated cost of $3,441,200 and the campground could be incorporated into this plan as well as the projected user charge for this addition. I'm not sure what the campground schedule is but the current proposed update to the facility will likely not be ready for use until 2026. The campground should provide you with their proposed facility, projected flows, proposed method of connection to the sanitary district's collection system, and their proposed schedule.
