Zoning Dept. sarah.eiertson@email.com Conditional Use Permit This Conditional Use Permit Application follows a recent re -zoning effort from A-1 to F-1 of two parcels - Tax ID 139 (where I live) and the adjoining parcel Tax ID 140 where I am working to start a small lodging business of four units. A land survey was completed recently and has been recorded with the county. An upgraded culvert/driveway application has been submitted and been approved through the Town of Barksdale. An application for an additional address through Bayfield County to identify the business location has also been submitted and a new fire number assigned. Per Bayfield County Planning & Zoning, the only way the business can proceed is by requesting a Conditional Use Permit to operate the four units under the "campground" designation. The four units ("Pods") are non- permanent structures, prefabricated on skids in Missouri (Glamping Pods of America) that will be delivered and placed on gravel pads. The Pods will be easily accessible from Wedal Road via a drive -through loop and somewhat dispersed in the woods near the Northern boundary of the property. The intention is to offer a comfortable, quiet, and private lodging experience, and provide access to the forest and trails on the property. The location in Barksdale is in advantageous proximity to numerous other recreational and cultural offerings that draw visitors to the area. There are only two other operations in the state of Wisconsin that have Pods - one in Door County and another in the Southwest corner near Dubuque, Iowa — so they would be unique to the Bayfield Peninsula area. Beyond the inclusion of two vaulted outhouses and electric service for light and heat, I have no intention for any further infrastructure or development. Interface with the Town of Barksdale I have been welcomed in the Barksdale community since moving to Wedal Road last year and enjoy good relationships with my neighbors. I've been in regular and active communication with Barksdale officials and community members about my business plan, and the tenor has been supportive. This business also aligns well with Barksdale's future land use plans and maps, as well as the goals outlined in Barksdale's 2024 Comprehensive Plan Draft to "encourage entrepreneurs, contractors, repair and crafts persons - determine the types of uses and trades compatible with land use designations" and "Encourage new small tourism related businesses". This business will serve as my primary source of income, so I am eager to get the business off the ground as soon as possible. I plan to live in this community permanently, support tourism priorities, and contribute to the local economy. I therefore welcome any guidance that might assist in keeping the process moving forward as efficiently and effectively as possible. This permit application was submitted by the deadline for inclusion on the agenda for the Bayfield County Planning &Zoning Committee scheduled for May 15, 2025. At the time of submission, I was not informed by staff that a request for waiver of EIA would be needed as part of considering the Conditional Use Permit. I politely askthat this letter and request be added to the packet of materials already submitted for consideration. The requirement for an Environmental Impact Analysis is described under Sec. 13-1-42, required specifically under (b)(3) for "anymobile home park, campground, or camping resort". Zoning, land use, and conditional use code language necessitate this project be defined and regulated as a "campground", but it will be a small operation of only four units. The project intentionally aims to cause minimal impact to the site and surrounding area, with minimal development or alteration: • A recent land survey was completed and filed with the County. All lot lines are marked, and all setback requirements are easily observed (per the Land Use Applications submitted for the project). • A priority and mission of the operation is to offer guests a quiet lodging experience with access to the woods and trails on the property. This will acknowledge and respect the environment and existing habitat/ecosystem in the area - including trees, plants, and wildlife. "Leave No Trace" principles will be emphasized. • Site planning and location of the units ("Pods") has been carefully considered to minimize land clearing and will take advantage of level ground and cleared areas already available. Minimal soil disruption is anticipated, and the ground of the immediate area is heavily sand. • The Pods are pre -fabricated "camping units" (as defined by DHS-SPS 327). They are non -permanent structures that are built on skids offsite, delivered to the site, and placed on level gravel pads. No foundations, concrete pads, or other construction is needed. • Per the Bayfield County GIS Mapping System, there are no mapped wetlands on the property where the Pods would be placed. • There will be no well, plumbing, or septic excavation needed to support the four Pods. Potable water will be provided as required. There will be no wastewater or sewage impacts, Porta-lets and/or vault privvies will be utilized to accommodate guests. • The operation will support the Town's and County's priorities or encouraging small local business, and by supporting recreation and tourism, it will contribute to the local economy. • Awaiver of an EIA for this project may align with its evaluation under 13-1-42 (c)(4) in "unique instances where this tool is deemed unnecessary to aid in the decision making process." In summary, the scale of this operation will cause minimal impact and disruption to the surrounding environment. As the property owner who also lives on the property, ensuring these priorities is also motivated by the quality of life I enjoy and wish to share as a member of this community.
