Sanitary Permit issuance, if required, needs to occur prior to Land Use Permit issuance. Failure to obtain a permit or starting construction without a permit will result in penalties. The local Town, Village, City, State or Federal agencies may also require permits. The new construction of one- & two-family dwellings requires review and approval by the local Uniform Dwelling Code (UDC) authority. Additions and alterations to one - and two-family dwellings may require review and approval by the UDC authority. All municipalities are required to enforce the UDC. Does this refer to the amount of riprap or to land being disturbed? How will you be accessing the shoreline? Will you be accessing it from water (via barge) or by land (via creating an access road)? If you are accessingthe shore by land, I will need a drawing showing where the access road will be and a plan for how you will revegetate the access road at the end of the project. There is currently natural rock lining the shoreline. This rock will be moved in order to dig a trench and lay the filter cloth. The trench will be 2' deep and be 4' wide. While the trench is being made, the excavator will smooth out the bank so we can place filter cloth up against it. Removal of trees and/or brush will be done only in the areas that are experiencing sluffing of the bank from above. All rock, including the natural rock, will then be placed up against the bank on top of filter cloth. The total amount of 2'-4' rock to be used will be 180cy and the rock will be dug into the 2' trench at the toe for stability. Approximately 30 cy of the 180 cy will be below the OHWM. It will extend 6' high up the bank from the OHWM (making for a total of 8') and will be 4' wide on the lakebed of Lake Superior. Machine preparation will be done prior to the project. All hoses are checked for any possible leaks. The machine is then thoroughly cleaned with high pressure/high temp water on a dry, clean concrete slab and dried — then transported to the job site as follows: We load up our excavator onto our flatbed semi -trailer at our shop located on Madeline Island and deliver it to the Town of La Pointe Dock. We then drive it off the trailer, onto the dock, and then onto our LCM (Landing Craft Motor Vessel -see pictures attached). We will motor our LCM hauling the excavator to the shoreline of this property at 82070 State HWY 13 Bayfield, WI 54814. The LCM will land at the shoreline, drop the ramp, and the excavator will be driven off the LCM as close to the shoreline area as possible. We always try to minimize machine contact with the lake. Our excavator that will be working methodically from the lake bed going down the shoreline placing rock has a track size of 8' 10" wide x 11'9" long (this is the maximum size of the tracks that will be in contact with the lake bed at any given time). This property is located in an area with a 20' high clay cliff bank, there is no option to do this work from the top of the bank and there is no area to bring the machine to the bank by land, this is why it must be brought in from the water using our Landing Craft. The crew, rock and filter cloth will be delivered to the site on our Tug Boat and Barge. Additionally, this is also why this project cannot be performed during the winter when ice is on the lake, as we need to be able to mobilize to and from the site via water using the LCM and Tug Boat. These vessels do not operate during the winter. A 2nd Excavator will be on the barge as well, to offload the rock into the lake as a temporary staging area. This project will need I80 cy of rock. The Barge can haul about 80 cy of rock at one time so this means we will have to make 3 trips from Bayfield, WI to the property site to get all this material on site. Each trip would take a full 8 hour day, so it will take 2 days to haul in the rock and temporarily place in the lake for staging prior to placing. Rock will be placed into final placement along the shoreline. The machine will start at one end of the property and work its way to the other end. It will also take 2 days with the excavator on the shoreline and laborers to cut and remove necessary brush/trees, slope the bank, place the filter cloth and place the rock. The brush and trees removed will be loaded onto the Barge and hauled back to the Town Dock at the end of the day and will be offloaded into dump trucks/log trucks and hauled to the bum pile on Miller Farm Road (about 2 miles from Town Dock). Work at this site will be scheduled to be done during a block of time forecast for calm weather, so weather nor poor lake conditions should affect this project. Also, the height of the rock to be placed is based on highest wave height calculations in this area, so we use the DNR's wave height calculator to determine the energy of potential waves in this location and will be placing the rock to meet and hold up to any potential wave or storm activity. In the event of a spill or leak, both the LCM and Tug Boat are fully equipped with absorbent pads and spill kits for spill cleanup and use of spill containment booms, if needed. *Your proposed construction schedule and sequence of work If permit is issued — we would like to start on: 9/30/2025 Equipment and rock rip rap to be loaded onto our barge/LCM and transported to the project site and placed along the owner's shoreline as per the permit for prevention of further shoreline erosion. See detail above. *What temporary and permanent erosion control measures will be used: There will be minimal disturbance to the soil along the bank, only necessary trees and brush will be cut and removed so we can adequately place the filter cloth and rock tight against the bank.
