AGING AND DISABILITY SERVICES ADVISORY COMMITTEE

Call to Order and Introductions
Bill Bland called the meeting to order at 3:05 p.m. and introductions were made.
Discussion and Possible Action-Review of February 25, 2025, ADAC Meeting Minutes
Program Reports:
Personnel Changes in Human Services and A&D Section
Brynna Watters-Moffitt introduced herself as the new Aging & Disability Services Manager.
Watters-Moffitt replaced Carrie Linder when she retired. Watters-Moffitt informed the
committee that her vacated position was filled by Michele Reiswig.
Watters-Moffitt announced that Karen Bodin has resigned her position and two new staff
members had been hired to fill Bodin’s and Reiswig’s vacancies: Alex Erickson and Madi
Mackin, respectively. With these hirings the A&D section will be fully staffed on June 16, 2025.
ADRC
There have been no changes with the ADRC since the last meeting. The employees are busy
with referrals and learning how to properly utilize Peer Place.
Adult Protective Services
As previously noted, Michele Reiswig has been in the APS Case Manager position since April 10.
She has been busy with the tasks involved but has worked as a case manager before and is
quickly getting back up to speed.
With the current employment vacancies, Watters-Moffitt has been helping with cases when
needed.
Elder Nutrition Program
Watters-Moffitt has completed the required training to be the Aging Unit Director and
Nutrition Director.
Chartwells is closing on May 29. We have entered into an agreement with Bayfield County Jail
Kitchen to take over the meals previously provided by Chartwells. They will start on June 2,
2025.
The February 25, 2025, meeting minutes were presented to the Committee. The Committee
accepted them and approved them to be placed on file.

The Barnes congregate site is on pause until a new site manager can be found. The previous
manager retired. The position has been posted, but no viable candidates have been found. In
the interim, we are exploring our options.
Tracey Snyder asked how many congregate meal sites there were in Bayfield County. Watters-
Moffitt responded there were seven.
Watters-Moffitt stated the county had been receiving monies for emergency food and shelter
from the Department of Homeland Security and Federal Emergency Management Agency. That
funding has been paused indefinitely. She further stated she was made aware of a charitable
contribution that was made by Norvado. She completed that application and was told we
would be receiving $1,500 from them.
Marianne Johnson has been receiving vouchers for the Senior Farmers’ Market Nutrition
Program.
Specialized Transportation
Bay Area Rural Transit (BART) order an electric vehicle (EV) transit van in 2023 and received it
on April 11. It is to be used for Bayfield County Door-to-Door. However, there are concerns
that with it being an electric vehicle it might not be able to do the amount of traveling needed.
BART might have to switch things around to accommodate the new vehicle.
Caregiver Support Programs
National Family Caregiver Program
Alzheimer’s Family & Caregiver Support Program
Watters-Moffitt explained that Reiswig was working with these two programs. There is
plenty of funding for this, but there has been difficulty finding people to assist the
families that are in need. Watters-Moffitt stated now that her training has been
completed, she will start to focus on these.
Mary Dougherty shared information from UW-Extension about a caregiver cooperative
group. They are looking for people who want to be involved. Dougherty stated she will
be presenting this to the Human Services Board at the June meeting.
Health Promotion & Disease Prevention-Evidence Based Programs
Watters-Moffitt reported that all these programs are doing well.
Snyder stated she was not familiar with the Mind Over Matter Program. Watters-
Moffitt will send out information to the committee about this program.
Bland asked for information to be sent about all the Health Promotion and Disease
Prevention-Evidence Based Programs.
Other (Informational Items)
Dougherty asked if we could find out which senior citizens have received WHEAP
benefits in the past and what their living situation is so we can get ahead of any funding
cuts that might occur. It is unknown if it will be cut, but we should not wait to find out.
There was discussion about the Find Your Own Driver Program. This program was
approved to start, but with the changes in the department, there has been no
movement on getting it implemented. Watters-Moffitt stated it was difficult to find
drivers due to riders needing to travel longer distances than most drivers are willing to
take them. Snyder questioned if addressing this was a priority. Watters-Moffitt stated
that with her unfamiliarity with the programs, incoming employees and uncertainty

about funding, it would be wise to stick with what Carrie Linder was working on and
build on those things once we are on solid ground.
Timothy Whelan introduced himself to the committee and discussed his background
and interest in working on the committee. He stated he would like to talk to someone
about the Caregiver Support Programs.
