CHILDREN’S COMMUNITY OPTIONS PROGRAM ADVISORY COMMITTEE MEETING MINUTES
Bayfield County Courthouse Conference Room A &

Tuesday, July 8, 2025, at 10:00 a.m.
Committee Members Present: Hayley Weyers, Anna Hanson (virtual), Sherri Paulson-
Tamarack/Behavioral Health (virtual), Michelle Lampson (virtual)
Others Present: Heather Gilbertson, JoBeth Gonzalez, Karlie Pierson-DHS (virtual)
Call to order and Introductions: Weyers called the meeting to order at 10:04 and introductions were
made.
Discussion and Possible Action - Review/adoption of minutes from May 13, 2025, meeting:
Motion by Hanson seconded by Lampson to approve May 13, 2025, meeting minutes. All in
favor, motion carried.
Program Participants: Enrollment Report: The CLTS/CCOP program has 55 active enrollments + 1
transfer about to be enrolled and 3 active referrals.
CLTS Maintenance of Effort (MOE) potential changes:

Discussion was had about the article from the above link.
In Wisconsin, 54 out of 72 counties have a MOE, Bayfield County does not have a MOE. Efforts to get
rid of MOE payments, if this bill passes the Bayfield County CCOP allocation could be significantly
smaller in the future.
Gonzalez brought up the idea of drafting a resolution to bring this information to the DHS Board and
the County Board. Grab their attention and make them aware that funding may be cut in the future for
the CCOP program.
Pierson stated to reach out to the BCS staff, and they may have additional information.
Weyers will draft a resolution and bring it to the next meeting for approval.
Other Informational Items:
September 9th meeting considerations.
o The September 9th meeting has been moved to Aug 12th.
Gonzalez mentioned that there is talk of inviting a Human Services Board member to sit on the CCOP
Advisory Committee.
Future Meeting Dates: All 2025 meetings will be held in Conference Room A.
August 12, 2025
November 4, 2025
