1.CALL TO ORDER Completed by Chairperson
Meeting was called to order by Teri Ovaska at 12:34pm.

2.APPROVAL OF MINUTES Completed by Chairperson
a.Ashland Committee Meeting Minutes – October 8th, 2024
Ashland Coordination Committee Minutes: Minutes from the October 8th meeting could not be
approved as the Ashland County Committee did not have a quorum.
b.Bayfield Committee Meeting Minutes - July 9th, 2024
Bayfield Coordination Committee Minutes: Committee reviewed minutes from the July 9th
meeting and Tom Croteau made the motion to accept the July 9th minutes with a second from
Sandy Notzke. Tom then made an amendment to that motion to also accept the October 8th
informational notes as well. Sandy seconded the amendment and all in favor and motion was
passed.
c.Regional Committee Meeting Minutes - October 8th, 2024
Regional Coordination Committee Minutes: Tom C made a motion to accept the Regional minutes
and with a second from Sandy, motion is so passed.
3.PRESENTATIONS Completed by Julie Winter, ACCS & BCCS Quality Assurance and
Improvement Coordinator / Non-Committee Member
a.New Coordination Committee Agenda notification process
New Coordination Committee Agenda Notification Process. We are now using Civic Plus for posting
the agenda and minutes for the meetings. Julie will continue to email virtual copies or mail paper
copies of the draft agenda directly to members based on their preferences two weeks prior to the
meeting date. However, for the members who opt to receive CivicPlus Notifications, they will now
receive an automated email when the finalized agenda is posted to the website (one week prior to
the meeting date) and when the finalized minutes are posted (after the meeting). For those who
wish to sign up go to CivicPlus and register to create an account with Ashland County and select
the CCS Committee.
b. Presentation of New Participant and Vendor Resources
Julie has now made a page on the Ashland County website for all vendors and citizens alike to
access all information to the CCS programs and contacts. This information includes updated flyer
and brochure, referral forms to print off , a secure online referral option, FAQ's for CCS, Client
Rights and Grievance information, Quality Improvement Plan and a link to the Regional Staff
Directory that includes pictures and bios of staff. There is also a tab for prospective providers with
all information needed for those interested in working with the program as a vendor.
4. REPORTS/UPDATES
a. 2024 State Satisfaction Survey Results
State Satisfaction Surveys for 2024:
Ashland County had 29 of the 37 surveys given out returned which is higher than the state
average of 50%. When compared to the state-wide numbers our youth surveys showed
improvement. One noticeable decline was on the question of the participant feeling like they
belong in the community. Also noted was the higher percentage of non-binary participants and
Native American participants then the state level as well.
Bayfield County had 41 of the 47 surveys given out returned. Bayfield County is showing an
increase every year in responses. The adult scores are staying consistent while the youth scores
have declined due to complex situations with the youth surveyed. Shannon did add that the
parents feelings can differ from the youth at they are filling out these surveys as the youth may
not understand them. Tom noted that the survey does not break down behavioral issues and
some of the youth may not be eligible for the surveys. Tom did state that the Family Survey
scores did increase for the year.
b. CCS Program Report
Teri went over the program report and updates for CCS regarding what new providers have
joined/exited the program, who recently have been authorized to provide services to our
participants and the potential new providers that will be joining the program in the upcoming
months. Planning for an all-staff meeting in the spring and possibly looking at motivational
interview training to the public and the vendors.
Bayfield County has now hired Alan Spaude-Filipczak as a Mental Health Professional. Upcoming
outreach is looking at working with Northwest Journeys to include the CCS brochure in their
discharge planning, revisit outreach contacts to share the new virtual referral process, possibly
adding Community Behavioral Health Monthly Meetings, and attending other public events. CCS is
working on reports and printing documents to be added to the Echo system implemented by both
counties. Also, work is continuing on updating the Ashland County Plan and Policies document.
c. Children's Services
Children's services are now adding mindfulness and meditation to the services. Tom added that
parents are looking for mostly therapy and psychiatry along with the skill building, connecting
with community, independence skills and training, exercise and fitness programs, and helping to
establish routines. Shannon asked if the service facilitators also participate in IEP's for the youth
and communicate with the teachers. Tom said that the outreach with the Drummond and
Washburn Schools is going well and that the Bayfield Schools will eventually be able to provide
rooms.
5. DISCUSSION / ACTION ITEMS Completed by Chairperson
a. Introduction to BCCS Coordination Committee applicant; Jon Michels
Welcome and introduction of Jon Michels who is a new applicant being considered for the BCCS
Coordination Committee. Jon has been involved over a year with CCS and is happy to help out
and give back. Tom Croteau made the motion to recommend Jon for appointment to the
committee, to the Bayfield County Department of Human Services Board which determines
appointments, with a second from Sandra Notzke, all in agreeance and motion was passed to
make the recommendation.
6. PUBLIC COMMENTS (3 minutes per speaker/30-minutes limit for all public comments)
