July 8th at 12:30PM
Members Present: Thomas Mittelstaedt, Jan Kuczyk, Richard Reed, Andrew Austin, Pam Stanny, Terry
Barningham, Tom Croteau, Teri Ovaska and Jon Michels.
Others present: JW Sutton, Courtney Mihalek, Annika Herlevi, Julie Winter and Andrea Yrjanainen
Members Absent: Shannon Esala
The meeting was called to order by Tom M at 12:34PM.
Roll Call was conducted.
Membership Updates: Julie let the group know that Sandra Notzke’s resignation was effective on
04/14/2025.
Due to the restructuring, we are now one regional committee.
• Jan Kupczyk will transition into Vice Chair for the Regional Committee
• Thomas Mittelstaedt will transition to Chair for the Regional Committee
• Member at large roles are no longer relevant
• All member term appointments renew as of today
• Bayfield County will have a representative change and Tom C will cover until that position is
filled
Verification of committee member positions (as listed above)
• Process reminder: If members above do not wish to continue with their current roles, new
members must be appointed and voted on for chair and vice chair roles.
Discussion and Possible Action: Approval of April 8th, 2025 Meeting minutes:
• Ashland County Minutes: Motion made by Jan and second by Pam, motion carried to accept the
April 8th 2025 minutes.
• Bayfield County Minutes: Motion made by Jon and second by Tom C, motion carried to accept
the April 8th, 2025 minutes
• Regional Committee Minutes: Motion made by Terry B and second by Teri O, motion carried to
accept the April 8th, 2025 minutes.
Presentations:
Julie Winter QA&I Coordinator first brought the introductions of the CCS staff to the committee with
those in attendance and how they can also be found on the Ashland County website. Julie also had an
informational presentation of the DHS 36.09 Coordination Committee statute with a power point
presentation. This included clarification on the committee’s primary purpose and function specified in
DHS 36, which is to provide feedback through an advisory role, rather than as a governing authority

which determines final decisions and actions. The most effective way for committee member feedback
to be documented based on this, is through the committee’s minutes which summarize discussion,
questions and feedback provided rather than a quantitative membership vote. The only items within
future Coordination Committee meetings that must be voted on are: 1) Approval of minutes, 2)
Approval to recommend committee member appointments which are finalized through the Bayfield
County DHS board.
Julie had informational handouts that described in detail the committee restructuring, Quarterly Plan
and Policy updates and changes, Discharge Policy, Ethics and Boundaries Policy, Initial Orientation and
Training Policy for CCS Providers, No-Show and Service Engagement Policy, Vendor Listing and CCS
Regional Quality Improvement Plan. As of this day, July 8th, we are now one Regional Committee. Tom
M. thanked Julie for the clarification on all points.
In reference to Plan and Policy, Jan mentioned that this is protection for the program and Teri O stated
that it is transparent and accessible to all. Jan also asked if CCS could be court ordered and Teri O.
stated that it is voluntary for the participant. Also in regards to the Ethics and Boundaries Policy, this is
new for 2025 for all professional roles.
