MINUTES
Monthly Meeting of the Bayfield County Board of Supervisors
March 4, 2025
Meeting Held Remotely via Teams
Call to Order: The monthly meeting of the Bayfield County Board of Supervisors was called to
order at 6:00 p.m. by Chairperson, Dennis Pocernich. Roll Call was taken by County Clerk, Lynn
Divine, as follows: Steve Sandstrom - present; Mary Dougherty - present; Larry Fickbohm -
present; Charly Ray - present; Jeff Olsen - present; Fred Strand - present; Jeff Holte - present;
Marty Milanowski - present; Madelaine Rekemeyer - present; Jim Crandall - present; Sue Rosa -
present; Dennis Pocernich - present; Jan Lee - present. Present -13, Absent -0. A quorum was
present to conduct business.
Others Present: Mark Abeles-Allison, County Administrator; Lynn M. Divine, County Clerk;
Jaime Cadotte, Clerk II; Anne Marie Coy-Public Health Director, Mary Pardee-UW-EX, James
Miller.
Pledge of Allegiance: The Pledge of Allegiance was recited by all in attendance.
Recognitions:
Bayfield County Resolution No. 2025-26 In Recognition of the American Birkebeiner
Organization for their Tremendous Effort in their 51st Anniversary. Ben Popp couldn’t
make it due to the weather. Fickbohm made a motion to postpone until the next meeting,
seconded by Ray. Motion carried, Yes-13, No-0. Absent-0.
Bayfield County Resolution No. 2025-27 In Recognition of the Book Across the Bay
Organization Chapter 28, 2025. Ray stated that this was the first time the Book Across the Bay
had to be cancelled due to drifting and whiteout conditions. Ray made a motion to approve
Bayfield County Resolution No. 2025-27 In Recognition of the Book Across the Bay
Organization Chapter 28, 2025, seconded by Lee. Motion carried, Yes-13; No-0; Absent-0.
State of the County Presentation: Postponed until the next meeting.

Milanowski made a motion to approve the Consent Agenda items a-f, seconded by Crandall. Roll Call Vote: Pocernich-Yes; Sandstrom-Yes; Rosa-Yes; Dougherty-Yes; Crandall-Yes;
Fickbohm-Yes; Rekemeyer-Yes; Ray-Yes; Lee-Yes; Milanowski-Yes; Olsen-Yes; Holte-Yes;
Strand-Yes. Yes-13, No-0, Absent-0. Motion Carried.
Bayfield County Resolution No. 2025-31; A Resolution Amending Resolution 2024-82,
Formation of the Bayfield County Broadband and Telecommunications Advisory
Committee. Abeles-Allsion discussed changes to resolution. Dougherty made a motion to
approve Bayfield County Resolution 2025-31; A Resolution Amending Resolution 2024-82,
Formation of the Bayfield County Broadband and Telecommunications Advisory Committee,
seconded by Sandstrom. Motion carried, Yes-13; No-0; Absent-0.
Bayfield County Resolution No. 2025-32; Urging Governor Evers and the Wisconsin
Legislature to Support the County Courts. Fickbohm made a motion to approve Bayfield
County Resolution No. 2025-32, Urging Governor Evers and the Wisconsin Legislature to
Support the County Courts, seconded by Lee. Motion carried. Yes-13; No-0; Absent-0.
Appointment of Board of Adjustment Members, Clyde Clauson and Patrick Courneya.
Both are current members and alternates, Patrick Courneya is the 1st alternate, and Clyde Clausen
is the 2nd alternate, this appointment would change Clyde Clausen to the 1st alternate and Patrick
Courneya to the 2nd alternate. Fickbohm made a motion to approve the Appointment of Board of
Adjustment Members, Clyde Clauson and Patrick Courneya, seconded by Strand. Motion
carried. Yes-13; No-0; Absent-0.
Appointment of Lyn Cornelius and Darren Miller to the EMS Advisory Committee.
Sandstrom made a motion to approve the Appointment of Lyn Cornelius and Darren Miller to
the EMS Advisory Committee, seconded by Lee. Motion carried. Yes-13; No-0; Absent-0.
March 25, 2025, County Board Meeting, consider cancelling due to April 15, 2025,
statutory meeting. Dougherty made a motion to approve the cancellation of the March 25, 2025,
meeting due to April 15, 2025, statutory meeting, seconded by Lee. Motion carried. Yes-13; No-
0; Absent-0.

Reports:
1. Future County Board Meeting Dates:
a. March 25, 2025 (Cancelled)
b. April 15, 2025 (Statutory)
c. May 27, 2025 (4pm budget planning, 6pm regular board meeting)
2. WCA Legislative Meeting Review: Abeles-Allison stated that there were a record
number of Board members that attended from Bayfield County. Overall, Board members
thought it was good to talk to other counties board members, the format was great, and
the speakers were informative.
3. Building Construction Project Status Updates: Abeles-Allison gives project updates.
Cable Highway garage and Grand View garage/offices are complete, Sheriff’s office is in
the Grand View building. Courthouse is wrapping up 3rd major project. A month away
from finishing 10 new offices in the lower level of the courthouse for Human Services
and two offices for investigators for the Sheriff’s office.
4. Governor’s Budget Proposal Review: Abeles-Allison went over the 2025-2027
Wisconsin Biennial Budget Summary.
5. Planning and Zoning Billing: Abeles-Allison stated that a fraudulent invoice was sent to
a property owner. The property owner questioned the invoice and alerted Bayfield
County Officials.
Supervisors’ Reports: None.
Adjournment: There being no further business to discuss, Pocernich adjourned the meeting at
6:43 p.m.
