Fifth Street, PO Box 878, Washburn, WI 54891 MINUTES Monthly Meeting of the Bayfield County Board of Supervisors August 26, 2025 Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI Call to Order: The monthly meeting of the Bayfield County Board of Supervisors was called to order at 6:01 p.m. by Chairperson, Dennis Pocernich. Roll Call was taken by County Clerk, Lynn Divine, as follows: Steve Sandstrom – present via Teams; Mary Dougherty - present; Larry Fickbohm - present; Charly Ray - present; Jeff Olsen - present; Fred Strand - present; Jeff Holte – present; Marty Milanowski - present; Madelaine Rekemeyer – present via Teams; Jim Crandall - present; Sue Rosa - present; Dennis Pocernich - present; Jan Lee - present. Present -13, Absent -0. A quorum was present to conduct business. Others Present: Mark Abeles-Allison, County Administrator; Kelly Westlund, Assistant Administrator; Lynn M. Divine, County Clerk; Jaime Cadotte, Clerk II; Scott Galetka, Land Records; Mary Pardee and Theresa LaChapelle, UW-Extension; Mary Motiff and David Eades, Tourism/Fair; Paul Houck, IT- via Teams. Pledge of Allegiance: The Pledge of Allegiance was recited by all in attendance. Approval of July 29, 2025, Minutes: Milanowski made a motion to approve July 29, 2025, meeting Minutes, seconded by Lee. Motion carried, Yes-13; No-0; Absent-0. Public Comment: None. Bayfield County Fair Presentation, Mary Motiff. Mary Motiff gave a presentation on the 2025 Fair. She spoke about the comparison from this year vs. previous years and overall, number of fair goers, exhibitors, and dollar amounts were up from previous years. She thanked the Board members for their support and assistance for making it a successful fair. Discussion and Possible Action, Resolution No. 2025-94 Bayfield County 2025 Fair Recognition. Milanowski made a motion to approve Resolution No. 2025-94 Bayfield County Fair Recognition, seconded by Fickbohm. Motion carried, Yes-13, No-0, Absent-0. 2025 Household Hazardous Waste Program Update. Theresa LaChapelle (UW-Extension) gave an update of the program. Overall, the event went well. She stated that it was a team effort of volunteers, board members and UW-Extension employees. Special thanks were given to the Highway Department for all their help. The event saw 334 participants, mostly from Bayfield County. There were 35,856 pounds of electronics, 123 pounds of medications and 98 pounds of sharps disposed of. Handling traffic will be worked on for next year’s event. 2 Consent Agenda A & B: Discussion and Possible Action Bayfield County Resolution No. 2025-95 Land Records Budget Amendment and Resolution No. 2025-96 Land & Water Conservation 2025 Budget. Milanowski made a motion to approve the Consent Agenda items listed except for items c, seconded by Ray. Roll Call Vote: Fickbohm-Yes; Lee-Yes; Sandstrom-Yes; Strand-Yes; Milanowski-Yes; Crandall-Yes; Pocernich-Yes; Dougherty-Yes; Ray-Yes; Olsen-Yes; Holte-Yes; Rekemeyer- Yes; Rosa-Yes. Motion carried, Yes-13, No-0, Absent-0. Consent Agenda Item C: Discussion and Possible Action Bayfield County Resolution No. 2025-97 Budget Amendment Resolution for Board Room Audio Visual and Recording Upgrades in 2025. Olsen made a motion to approve Resolution No. 2025-97, seconded by Sandstrom. Roll Call Vote: Dougherty-Yes; Olsen-Yes; Rekemeyer-Yes; Sandstrom-Yes; Fickbohm-No; Pocernich-Yes; Rosa-No; Ray-No; Lee-No; Strand-Yes; Holte-Yes; Crandall-No; Milanowski- Yes. Motion carried, Yes-8, No-5; Absent-0. Discussion and Possible Action, Bayfield County Resolution No. 2025-98 Supporting County Application for an Economic Development Administration Assistance Application. Milanowski made a motion to approve Resolution No. 2025-98, seconded by Lee. Motion carried, Yes-13; No-0; Absent-0. Discussion and Possible Action for Reconsideration of Bayfield County Resolution No. 2025-48 ETF Mandatory Separation Modification. No action needed. Discussion and Possible Action, Bayfield County Resolution No. 2025-99 Wisconsin SNAP (Foodshare) Program 2025. Strand made a motion to approve Resolution No. 2025-99, seconded by Lee. Motion carried, Yes-13; No-0; Absent-0. Zoning Rewrite Update. Kelly Westlund gave an update on the Zoning Rewrite and wants people to have a better understanding of what the Zoning Code rewrite is for and why it is happening. The County is modernizing and simplifying zoning rules while protecting community values and making local land use rules simpler, fairer, and more flexible. Discussion and Possible Action Regarding Update Subrecipient Policies and Procedures for SLFRF recipients. Crandall made a motion to approve, seconded by Holte. Motion carried, Yes-13; No-0; Absent-0. Reports: Abeles-Allison stated that the Board received a thank you letter from Avana Beeksma, one of the local government scholarship recipients. a.) Future County Board Meeting Dates: a. September 30, 2025 b. October 28, 2025 c. November 12, 2025 (Wednesday) b.) Budget 2026 Progress. Abeles-Allison talked about the Budget Process and stated there will be 3-5 Executive Committee meeting over the next 35 days to review the budget. He encouraged all County Board members to attend the meetings. 3 c.) WCA Resolutions. Abeles-Allison gave an update on WCA Resolutions and the outcomes. Supervisors’ Reports: Pocernich asked how the Veterans Service office is doing. Abeles-Allison stated that someone has been hired as a new Veterans Benefits Specialist and Kevin Johnson is back temporarily to help train him. A new CVSO starts in December. Ray gave a Forestry update. We are closing on another carbon credit sale. They are up over a half million dollars in carbon credit sales.
