The department has finished review of your special use permit for Tax ID 37489.
See list of comments below that need to be addressed by Monday, Nov. 24 at 9 am for the item to be
placed on the Dec. 18 P&Z Committee agenda:
1. Can you verify department can update pg. classification list request to be "Storage (Campers,
Boats, Mini -Storage, etc.)". Yes Please use appropriate classification list.
2. Will there be any outdoor lighting? If yes, anticipate that the P&Z Committee will condition any
lighting to meet Dark Sky lighting principles. See attached. Yes (solar)
3. Will there be any exterior storage? No
4. What will hours of operation be? Tenants will have 24/7 access to units.
5. Have you contacted the State about any stormwater or building plan requirements? No
stormwater permit is required as the total disturbance of site will be less than 1 acre. Building
plans will have state of WI engineering stamp/seal. UDC permits are not needed as there is no
dwelling, plumbing, electrical, insulation, or HVAC to be inspected.
6. Will any additional driveway be needed? If yes, plans will need to be revised to show. Note that if
appropriate Committee may condition the permit to require screening to shield adjacent
properties from car headlights. No new driveway entrance will be needed from Washington Ave,
There will be an aggregate drive on the north side of the proposed building, I can stop by the P&Z
office Monday morning to update plans if needed. Screening on the north side of the property was
requested by the property owner to the north for my last permit on this property (permit #23-0281)
and was fulfilled with a mound screen. I can include the email dated 10-08-2024 from said
property owner verifying that the screen met their expectations if you feel the P&Z committee
would find that to be helpful in their discussions on my new permit issuance.

Request Summary:
Ross Lightner, owner, is requesting a special use permit (SUP) to construct and operate a mini
storage building in an A -I zoning district located on Tax ID 37489, hereinafter referred to as the
subject property. The subject property is comprised of approximately 4.75 acres
The proposed use includes the construction of a single story, 100' x 40' storage building. There
is an existing mini storage building of similar size located on the subject property. Special use
and land use permits for its construction were approved in 2023. A driveway will be extended to
allow for adequate circulation of the site and connect to the existing drive access onto
Washington Ave.
of April/May 2025.
There will be no outdoor storage and lighting will be solar. Tenants will have access to the site
24/7. There is an existing mound screen located along the North property line shielding the view
of the building(s) from the property to the North.
Adjacent properties to the North, South, and West are zoned A-1 properties and property to the
East is zoned Commercial (C). The property to the North is developed with a residence and to
the East is Ross Marine, a boat storage and repair business. Properties to the South and West are
currently undeveloped.
An intermittent stream is identified by the Wisconsin DNR, see attached wetland map, but field
inspections verified no existence of a stream on the subject property, so the project is not deemed
to be in the shoreland district. There are no mapped floodplain or wetlands on the subject
property but there are wetland indicators. However, department staff did not see indication of
wetlands near the building site during their field inspection.
The town recommended approval of the request. No public input has been received.
Department Recommendation:
The department recommends that the Committee approve the special use permit request with the
following conditions:
1) Any lighting installed needs to utilize best practice for dark sky lighting standards, unless
otherwise superseded by State or Federal regulations.
2) Install and maintain a 6 -foot opaque vegetative screen along the Southeast comer of the
existing driveway to minimize nuisance from vehicle headlights, see image below of area
This is based upon town board approval, the use being compatible with the adjacent neighborhood,
community and economic impacts of the request, limited impacts on natural resources given the
absence of floodplain, shoreland and wetlands, and lack of opposition from the public.

Hi Ruth,
Just to clarify the size of the building on my permit application is 40x150 (same size as current), I noticed in the
narrative letter it says 40x100.
In regards to the intermittent stream, I have attached an email thread from 9-21-2022 between Bayfield
County Director of Land and Water Dept, and the WIDNR verifying there are no navigable waters. I only have
this correspondence as a hard copy is the reason I am sending it as an attachment.
Yes, I do plan on attending the meeting. One other thing I should mention is, I am very hard of hearing
especially in large rooms so I apologize in advance if I need to ask anyone to repeat themselves.

I need a determination if you can do that from these pictures... on a aerial map, from the treeline towards the road ditch
is a blue line., however there is no channel, no bed and bank, just a bunch of reed canary grass.. on the map it also
shows the blue line crosses the road, but it doesn't / cant because there is no culvert there, as shown in the pic with the
ditch line. The final pic of the green field, is where the blue line continues across the road, however again no channel,
just a hay field.
Landowner is considering building / moving some earth here but called once he saw the blue line, wants to make sure he
is in the clear before he does anything.
Any help or feedback would be appreciated)

How wide is the existing driveway? When I measured using the scaled site plan you provided I measured
50 feet at the widest portion, see area highlighted yellow below. Is that accurate?

Hi Ruth,
I will plant Norway Spruce trees along the pink highlighted area that was included in the P&Z committee
packet.
6-8 trees spaced roughly 8-10 ft apart to allow room for proper growth. Since the screening request did not
come from the Neighboring property owner, I request that I be allowed to plant trees small enough to allow
for proper transplanting and better survival rate. It will be very difficult to near impossible to transplant large
trees that would provide immediate full screening. Norway Spruce trees once established can grow up to 3'
per year.
Please let me know if this is enough information to issue the permit or if you have any additional questions.

Given the time of year, to fulfill the vegetation screen condition, you can provide the department with a
landscape plan that includes the number and types of vegetation to be installed to meet this condition
