We will let you know if we have any questions related to these applications. Including Tracy Pooler the Assistant Zoning Administrator for this area as he is reviewing the land use permit application. As for the sanitary, please see attached the only two sanitary permit records the department has been able to find for the property, Permit #s 298294 and 327224. 298294 looks to be designed for the assembly/dining hall. No record of it being connected to the garage. 327224 looks to be designed for the residence near the garage. No record of it being connected to the garage. Do you know what sanitary system the garage is connected to? The department needs record of which sanitary system the garage is connected to. Below is one of the last land use permits filed with the department for the property. It was for the addition to the dining hall. The overall site plan included identifies 4 possible sanitary systems on the property. However, our office is only tracking 2 of 4 of these systems in our maintenance program, #15 (Permit #327224 and #25 (Permit #327224)? The department did a thorough search of our records that included all adjacent properties currently owned by you and were unable to find any permits for the conversion. Please let me know if you find records to the contrary. The department understands that you did not complete this conversion. However, the current property owner is responsible for addressing any compliance issues that arise and we cannot issue further permits until compliance issues have been resolved. You have three options to bring the property into compliance. 1. Obtain permits for converting the garage to a residence a. If the existing residence to the west of converted garage is closer than 150 feet from the converted garage, then a conditional use permit will needed to have two residences. b. A land use permit will be needed. c. A sanitary permit will be needed. 2. Obtain permits for converting the garage to a bunkhouse if it would meet the definition of a bunkhouse. a. 3. "Bunkhouse/Guest Quarters. A residential accessory structure or part of a residential accessory structure with or without plumbing which is used as temporary sleeping quarters only; no cooking or food preparation facilities; and no greater than 500 sq. ft. of enclosed dwelling space." a. A land use permit will be needed. b. A sanitary permit will be needed. 4 4. Cease use of the structure as a residence. Disconnect all plumbing fixtures and seal so they cannot be utilized any longer and remove beds or other furniture that could be utilized for sleeping. The department will need to inspect to confirm the work has been complete. Further, the department recommends that you connect with the local Uniformed Dwelling Code (UDC) Inspector as their may be state building requirements for converting the garage to a dwelling. Attached is the UDC Inspector list. Also attached are the conditional and land use permit applications. You will need to work with a licensed plumber to complete the sanitary permit paperwork. Let us know if you need a list of licensed plumbers who work in the area. Please let me know if you have any question. Note that your special use permit is on hold. The original garage was built in circa 1960's and the conversion took place in circa 2010. The new dwelling unit has a full size bathroom and two bedrooms. One of the two bedrooms is located above the lower garage/storage area. The dwelling unit has a painted wood lap siding and a painted ribbed metal roof surface. This dwelling is located on the CrossWoods Adventure Camp property, which is located at 15010 Black Bear Road, Mason, WI 54856. My inspection took place on November 15, 2025, at 9:45 A.M. The weather conditions at the time of my inspection were: Sunny; Temperature: 52 degrees F; Wind was 12 mph out of the northwest. Present during part of my inspection were: Cheryl Perron-Kaufer and Kayla & Braedon Hoecherl. Several photographs are attached, so that the readers of this report can get a feel for the subject property. My inspection findings that need to be upgraded are as follows: 1. The kitchen needs to be protected by a Ground Fault Circuit Interrupter (GFCI). 2. The electrical panel, which is located in the garage/storage area, needs to have a clear space in front of it which is 30 inches wide by a depth of 36 inches. 3. All fire extinguishers (one on each level) are to be mounted at 36 inches above the finished floor. 4. A guardrail system and a full length graspable handrail needs to be installed on the stairway leading up to the upper level bedroom. 5. The required southeast exit door off of the living room, needs to have a landing, stairs with the risers enclosed, a guardrail system and hand rail installed. The maximum riser height cannot exceed 8 inches and the minimum tread depth must be 9 inches, measured nosing to nosing. 6. The garage/storage area under the Loft bedroom must have a 5/8 inch thick fire rated (Type X) drywall installed and taped with a drywall compound applied (one coat). The same must be installed on the wall between the dwelling unit and the garage/storage. This rating is required to be at 3/4 hours. The service door/frame to the dwelling unit must be rated at a minimum of 20 minutes. 7. A combination smoke and carbon monoxide detector is required in each of the upstairs bedrooms and there adjacent hallway. 8. A 6 mit vapor barrier is required to be installed over the ground in the crawlspace area. Extend up the foundation walls by 12 inches. NOTE: This dwelling unit can be occupied before this is in -place, providing that no vehicles or fuel operated vehicles are stored in this area. Also, no flammable storage of any sort is allow until this work get completed. Overall, I found that this dwelling unit is APPROVED for occupancy, as it complies with the minimum requirements of the Uniform Dwelling Code. Are you asking if the lot dimensions are marked? Need to define the boundary of the lot that setbacks are being measured from. If from tax parcel 13144 that is fine but needs to be clearer since the site plan does not show any lot boundaries. We're still working on that. It's been very confusing if we need to mark setbacks from the parcel lot dimensions or just setbacks with close structures and natural formations like lakes, etc. All applicable setbacks need to be shown. If easier, please utilize the site plan example on pg. 3 and complete pg. 2 of the land use application. So I'm not sure then I guess. The applications just said to draw a site plan and the special use B one didn't ask for any setbacks, so I'm a little confused as to why those weren't asked for on the application and now they are? Not all uses require us to verify setbacks so we ask forthem as we need them. The zoning ordinance requires us to verify that the barnyard, which includes the chicken run and fenced area, are at least 300 feet from any property zoned commercial or a residence on a non- farm lot and 100 feet from the ordinary high water mark of any navigable waters. I see on there it asks for lot dimensions but I understood that to mean the lot was the area we wanted to be used for the special use B. Parcel dimensions would have been more clear I think. Given the number of parcels you own and the definition of lot, see below definition, the department needs to have a clearer idea of what tax parcel or parcels are included. It helps to provide the exterior dimensions of the tax parcel to verify the area to be included. (35) Lot. A parcel of land under common ownership. You noted that the property is not being used for a campground but for a youth camp. Department understands that it is not a campground. Department was able to find a special use permit for a household occupation/church retreat center, see attached permit #3122. Note that "Youth Camp" is not listed in the current classification list of uses in the Bayfield County Ordinance Section 13-1-62 but retreat center is. Note that if future expansions of the retreat center/youth camp are needed beyond what exists today a new special use permit will be required. 3. You asked about the next meeting deadline. a. Department noted that deadline for the December 18th Committee meeting is December 5th 4. You noted that the existing residence on the same parcel as the converted garage is seasonal usage and wanted to know why you needed to get a permit for this and not the other seasonal cabins on the property. a. Department noted that all the other cabins and the existing residence on the site were existing or permitted as was noted on land use permit 99-608, see attached for reference but no land use permit exists for the conversion of the garage to a residence. b. Note the Bayfield County Zoning Ordinance does not delineate between a seasonal vs year-round residence. They define residence as follows: (56m) Residence/Residential Dwelling. Any building, structure, or part of the building or structure, that is used or intended to be used as a home o residence, home, residence, or sleeping space by one person or by two o more persons maintaining a common household, to the exclusion of the general public. Simplest method to allow for the conversion of the garage to a residence, given its proximity to the other residence is through a conditional use permit for a second residence. 5. You indicated that you had contacted Amundson about sanitary documentation that needed to be provided. a. Department will await this paperwork before issuing the land use permit for the garage r ' conversion. b. Note that the department found an additional sanitary record that Looks to be associated with the camp, see attached sanitary permit 235465. The record was not pulled before because the database had the wrong township entered. This system seems to be connected to a kitchen dining hall and shower house. Any idea if this system exists any longer? Feel free to share with Amundson's. 6. You asked what revisions are needed to the site plan for the conditional use permit. You asked if the site plan for permit #99-608 could be used to describe existing structures and uses of the site. a. Department needs the site plan, see PERRON-KAUFER pgs. 9-10 revised so it includes the following: 8 I. Need to adjust North arrow on the site plan. You noted that you had not contacted the local UDC inspector yet but would be. a. Department encouraged you to do this. Note the department is hesitant to move forward with the conditional use permit application for the second residence until you connect with the UDC inspector and get an initial idea whether the UDC could approve it as a residence. The land use permit approval for the garage to residence conversion will be conditioned upon obtaining UDC approval. The department would like to avoid processing the conditional use and land use permit applications if the structure cannot meet the UDC requirements. The department encourages you to connect with the UDC inspector ahead of having us place the application on a meeting agenda as the fee for the conditional use permit is nonrefundable. 8. You asked whether there were any remaining comments that needed to be addressed for the special B permit application for hobby farm to move forward aside from addressing the compliance issues. a. Department noted that they would review what needed to be addressed. b. Upon review of submission the following items need to be addressed: i. In August of this year, a special use permit application was received for a hobby farm. During the standard review process, it was discovered that a garage had been converted to a residence without required permits. The property owner has been actively working with the department to come into compliance, and the department waived the after -the -fact permitting given the property owner's willingness to work with the department. There are several existing buildings on the subject property, including two residences. The department has record of one existing residence based on land use permits issued in 1999 but not conversion of the second, see site drawing received November 18, 2025 identified as Exhibit A. The existing residence was identified as #13 and the second residence converted without permits is identified as #14, a garage. The other buildings on the property are associated with a church retreat center. In 1994 a special use permit, see attached permit #3122, was issued to allow the site to have a household occupation and church retreat center. This permit included the existing residence being used for a business office. To date, the number of buildings constructed, and scope of the use have been exceeded based on review of this permit record. A letter included with permit #3122 indicated that the prior owner had interest in adding additional buildings not covered under the special use permit. Unfortunately, in 1999 several land use permits were issued for additional buildings without a conditional use permit being obtained. Several of the land use permits were conditioned with the following, "Site cannot be subdivided because distance between this structure & nearest cabin is <150". The current owner has been informed that if they wish to expand the retreat center/camp in the future a new conditional use permit needs to be obtained. The existing residence is too close to the converted residence for each residence to be placed on a standalone lot meeting the F-1 lot dimensional requirements. Therefore, pursuant to Bayfield County Ordinance Section 13-1-33(a), see below, a conditional use permit is required to have the second residence. (a) Multiple Residences. A conditional use permit shall be required for more than one (1) residence on a parcel of land, unless that parcel could be divided under the terms of the Bayfield County Subdivision Control Ordinance with each building located on a resulting lot and meeting applicable setback requirements. No more than one residence may be located on a substandard lot. The property owner is working with the local Uniformed Dwelling Code (UDC) inspector to verify compliance with UDC requirements. The floor plans included with the submittal indicate that the second residence is a 2 -story structure totaling 1361 square feet. To date, no town recommendation or public input has been received. Department Recommendation: If the town approves this request and the sanitary permit is approved, the department recommends that the Committee approve the conditional use permit request. This is based upon adjacent properties being zoned F-1 and there being considerable land under the same ownership, converting the structure supports additional local housing supply, limited impacts on natural resources given the converted structure is existing and no change to the building envelope is proposed, and lack of opposition from the public. The Committee should consider whether to add a condition to require the current property owner add a deed restriction to the 120 acres that indicates the land cannot be subdivided.
