BAYFIELD COUNTY
BOARD OF HEALTH MEETING
Tuesday October 8, 2024 – 5:30 PM
Present: Fred Strand, Mary Dougherty, Kathleen Carlson, Madelaine Rekemeyer, Diane Erickson
Absent: Jan Lee, Dr. Kathryn Stolp, Terri Kramolis, Jeff Olsen

1.Call the Meeting to Order : The meeting was called to order at 5:32 p.m. by
Rekemeyer. Introductions were made.
2.Introduction of Red Cliff community representative to the Board of Health :
Diane Erickson, Health Services Administrator for the Red Cliff Community
Health Center has joined the Board of Health.
3.Approval of August 13 , 2024, Board of Health Meeting Minutes: A motion to
approve the August 13, 2024 meeting minutes was made by Strand; motion
seconded by Dougherty. Motion carried.
4.Public comment: None.
5.Discussion and Possible Action Regarding Resolution to Accept the Radon
Outreach Grant: This grant has come about due to Taylor County stepping down
as the Radon Information Center for our region. Since the new Environmental
Health Sanitarian has had experience in radiation safety working in Washington
state, so Bayfield County Health Department was able to secure this contract for
the remainder of this year and all of next year. Motion to accept the resolution
and forward onto the full County Board for approval was made by Strand; motion
seconded by Carlson. Motion carried.
6.Review Regarding 3rd Quarter Health Department Budget : Coy explained the
low revenue to date percentage to the Board; Beach Monitoring grant will be
billed for expenses at the end of the grant period and revenue will be received
later in the year. Coy also pointed out one grant was budgeted for but was never
received, another grant has since received more funding for the grant year and
yet another grant has yet to reimburse the Health Department for submitted
billings, which is currently being looked into.

7.Review Regarding Draft of the Amendment to the
Flowing Well Ordinance : Coy shared the draft that was
completed to add the well protection county delegation portion to the existing
ordinance. The sections regarding the artesian well has been added to the
appropriate places. The draft has been sent to the WI DNR for review.
8.Update on Health Department Programs and Services : Nursing staff is starting
to see more tickborne disease cases; there is still concern with COVID, flu and
RSV this time of year. Vaccination clinics are starting with more clients getting
both COVID and flu vaccinations. Nursing staff have been conducting
vaccination clinics in conjunction with the senior meal sites, which has been very
popular. The Health Department is sharing a grant with Human Services to
provide immunizations and other services to the senior population in Bayfield
County. Nursing staff has also been conducting school catch-up immunization
clinics. Contracts are in place with CESA (Cooperative Educational Service
Agency) to use the opioid settlement funding to provide education in the area
schools. The public health vending machine is still searching for a permanent
home as it will not fit in the space originally thought to house it. North Lakes
Clinic in Iron River is an option that will be looked at by Coy. The variety of items
the machine will be stocked with was discussed. Erickson shared information
regarding to the public health vending machine that is placed in the Red Cliff
area.
9.Update on Health Department Staffing : The part-time WIC (Women, Infant and
Children) clerk position has been filled by the current Health Department clerk.
Amanda Mackey, Health Department clerk, will be working at the WIC office two
(2) days a week to assist with clinics. Coy is now looking to hire a part-time clerk
to cover those two (2) days a week. She has been working with the Human
Resources department to find a part time Bayfield County employee to fill the
position and make them full time in the process.
10.2025 Proposed Meeting Dates : February 11, April 8, June 10, August 12,
October 14, December 9.
11.Committee Input : Dougherty shared that she is now on the WALHDAB
(Wisconsin Association of Local Health Departments and Boards) Committee for
the Northern Region. This committee will lobby on behalf of local health
departments as well a provide support specifically for health departments.
12.Next Meeting Date :
Next scheduled Health Board meeting for Tuesday, December 10, 2024, 5:00
pm, in-person in the EOC and/or remotely via Teams or phone-in option.
13.Adjourn : The meeting adjourned at 6:38 p.m.
