BAYFIELD COUNTY
BOARD OF HEALTH MEETING
Tuesday December 10, 2024 – 5:00 PM
Present: Mary Dougherty, Kathleen Carlson, Madelaine Rekemeyer, Jan Lee, Dr. Kathryn Stolp, Terri
Kramolis, Jeff Olsen
Absent:, Fred Strand, Diane Erickson

1. Call the Meeting to Order: The meeting was called to order at 5:00 p.m. by
Rekemeyer. Introductions were made.
2. Approval of October 8, 2024, Board of Health Meeting Minutes: A motion to
approve the October 8, 2024 meeting minutes was made by Lee; motion seconded by Stolp.
Motion carried.
3. Public comment: None.
4. Discussion and Possible Action Regarding Resolution to Accept the Public
Health Emergency Preparedness (PHEP) Extension Grant: This grant is a no
cost extension grant of the remaining funds of the PHEP grant in fiscal year 2024. These
funds will be used to continue activities and cover expenditures approved in prior fiscal
years budget. Motion to accept the resolution and forward onto the full County Board for
approval was made by Stolp; motion seconded by Kramolis. Motion carried.
5. Review Regarding Year-to-Date Health Department Budget: Coy shared a
Budget Memo document with the Board of Health detailing some of the factors that
have been identified which have resulted in lower than expected budget revenue.
6. Discussion and Possible Action Regarding Resolution to Accept the 2024
Health Department Budget Adjustments: Coy explained that in working with the
Bayfield County Administrator and the Bayfield County Finance Director, it has been
decided to table any budget adjustment until all sources of revenue have been posted
for 2024.

Director of Public Health/Health Officer7. Review of Community Health Improvement Plan
(CHIP) findings: Coy shared a Power Point presentation
which showed the results from the latest Community Health Improvement Plan, which
was conducted during the spring/summer of 2024. These findings will provide direction
for setting goals for the new Community Health Improvement Plan. The Board looked
at the number of items the survey respondents considered issues in our area. There
was discussion on the issues and what the Health Departments role will be in future
years. The Board suggested that the health department provide information to the
zoning department for their upcoming code re-write describe housing and its impact as
a social determinant of health.
8. Discussion and Possible Action Regarding Well Protection and Private
Water Systems Ordinance:
Coy presented the final version of the Well Protection and Private Water Systems
Ordinance that has been approved by DNR legal department and corporate council.
Motion to accept the ordinance and forward onto Executive Committee and the full County
Board for approval was made by Stolp; motion seconded by Lee. Motion carried.
9. Update on Health Department Programs and Services:
Michelle Crowell, Nursing Operations Manager, provided an update on the fall covid
and flu vaccination clinics and attendance. Information regarding communicable
disease levels was also shared and discussed.
10. Update on Health Department Staffing:
Health department will be moving forward on partnering with the Emergency
Management Department on the clerk position as they will have a part time opening
on January 1st. This shared position will cover office reception 2 days per week as
well as work on joint projects between our preparedness section and Emergency
Management. Should help align emergency response between both departments.
11. Committee Input:
Jeff Olsen brought up how climate change may impact Bayfield County population
growth and infrastructure. Bayfield County and northern Wisconsin is poised to be
a climate refuge. Discussion was held that the area will experience warmer winters
and more severe storms, however, water shortages and wildfires are less likely.
This may increase population growth over original estimates.
12. Next Meeting Date:
Next scheduled Health Board meeting for Tuesday, February 11, 2024, 5:00 pm, in-
person in the EOC and/or remotely via Teams or phone-in option.
