BAYFIELD COUNTY
BOARD OF HEALTH MEETING
Tuesday April 8, 2025 – 5:00 PM
Present: Mary Dougherty, Kathleen Carlson, Madelaine Rekemeyer, Diane Erickson, Jan Lee, Dr.
Kathryn Stolp, Terri Kramolis, Jeff Olsen, Fred Strand
Absent: none

1. Call the Meeting to Order: The meeting was called to order at 5:00 p.m. by
Rekemeyer.
2. Approval of February 11, 2025 Board of Health Meeting Minutes: A motion to
approve the February 11, 2025 meeting minutes was made by Lee; motion seconded by
Carlson. Motion carried.
3. Public comment: None.
4. Discussion and Possible Action Regarding Resolution to Accept Northwoods
Coalition Harm Reduction Funding:
a. Northwoods Harm Reduction funding provides for four large, permanently
installed community sharps collection boxes and Nalox boxes. Locations include
Iron River Police Department, Bayfield Police Department, Sheriffs Department,
Red Cliff, churches, community centers, and possibly the southern side of the
county. Additional purchases of smaller sharps collection boxes for locations like
the fairgrounds. Funding will include the disposal contract because other places
are requiring people to pay to turn in sharps.
b. Attend the Opioid Academy. Provides training for a logics model that will show
how we are using the Opioid Settlement funding to the State. Will also help find
funding gaps. Programs that the Department already work in, like sharps
collection and AODA work, are more fully funded with this grant.
Motion to accept the resolution and forward onto the Full County Board for approval was made
by Lee; motion seconded by Kramolis. Motion carried.
5. Discussion and Possible Action Regarding Resolution to Accept and Botvin
LifeSkills Project Funding: Botvin LifeSkills Training funding to be used by schools to
purchase supplies for continued opioid prevention, CESA staff person to provide

Director of Public Health/Health Officerservices, training supplies, staff time, and training. Includes
training on other risky behaviors like alcohol with three levels
(elementary, middle, and high school).
Motion to accept the resolution and forward onto the full County Board for approval was made
by Strand; motion seconded by Dougherty. Motion carried.
6. Discussion and Possible Action Regarding Resolution to Accept the Retail
Program Standards Implementation Project Funding: Environmental Health
Program has received funding through the US Food & Drug Administration (FDA). The
Department has never participated in the Retail Program Self-Assessment. The
Department of Agriculture, Trade and Consumer Protection (DATCP) wants the
Department to do the assessment, but it has never been funded before and it’s not
mandated. Awarded twelve thousand dollars ($12,000), with five thousand dollars
($5,000) for training and seven thousand dollars ($7,000) to fund a mentor to the
Department.
Motion to accept the resolution and forward onto the fully County Board for approval was
made by Carlson; motion seconded by Kramolis. Motion carried.
7. Discussion on proposed purchase of a new incubator for water lab: Executive
committee has already approved the purchase. Current incubator is small, over ten
years old, and needs updating. The Department will be taking on Ashland County beach
monitoring (including collecting), processing Bad River’s water samples, and Apostle
Islands National Lakeshore’s drinking water samples, and will need more space to
incubate samples. The Beach Grant will cover the cost of interns for the summer so
the cost of the samples will be straight revenue. Coy questioned if the funding will
come out of County Capital Improvement funds or be part of the Department budget.
8. Update on Health Department Funding: Three grants have been cut:
a. Covid funding to purchase Covid-19 test kits in the amount of Five Thousand
Dollars ($5,000); no funds expensed from grant.
b. Immunization Covid Supplement Grant. This funding was being used for Measles
education and vaccines. Department will still do that work, but will no longer
have a funding source. Bayfield County is currently at sixty-seven percent (67%)
vaccine rate for elementary-aged children. Adult vaccination rate is about eighty
percent 80%).
c. Aging and Disability (ADRC) Grant. Funding was mainly for vaccine clinics at
county senior meal sites, focusing on Covid booster vaccinations. Not cancelling
upcoming clinics even with funding gone.
d. Beach monitoring grant will be used once the season starts after Memorial Day.

Director of Public Health/Health Officere. Taking Action Grant may be available through the
Centers for Disease Control (CDC) this summer.
f. Emergency Preparedness Grant activities have been focusing on Measles.
g. Teen Pregnancy Prevention. This grant is done as of June 30, 2025. The
Department has spent about half of the funding. Laura Lear, RN has been
working with the Bayfield School.
9. Update on Health Department Programs and Services:
a. Communicable Disease: High influenza A and some influenza B. Covid-19
cases have settled down.
b. Stop the Bleed Kits: Department has received three (3) kits, with staff training
to be held the first week in June. Kits will be located in the Annex Building, the
Courthouse, and in DHS.
10. Next Meeting Date:
Next scheduled Health Board meeting for Tuesday, June 10, 2025, 5:00 pm, in-person in
the EOC and/or remotely via Teams or phone-in option.
11. Adjourn: The meeting adjourned at 6:02 p.m. by Rekemeyer.
