Sanitary Permit issuance, if required, needs to occur prior to Land Use Permit issuance. Failure to obtain a permit or starting construction without a permit will result in penalties. The local Town, Village, City, State or Federal agencies may also require permits. The new construction of one- & two-family dwellings requires review and approval by the local Uniform Dwelling Code (UDC) authority. Additions and alterations to one - and two-family dwellings may require review and approval by die UDC authority. All municipalities are required to enforce the UDC. It is not in a floodplain. What they would like to do is leave the existing foundation, fill in the wet area with rock, and top it with gravel. Then they would like to build a dry boathouse in the same Location. What kind of permits would they need from the DNR to do this work? I've attached some photos of the boathouse. I would allow the 10' of riprap without a permit as it is part of the restoration project. Anythingthat goes beyond the restoration project will be seen as shoreline stabilization and will need a permit. What I would ask of the owner is detailed plans on methods, materials and equipment for the project. I would also want to know what sediment or erosion control methods they would have in place while the project takes place. I would then send those plans to my resource managers (water quality, fisheries) to see if they had any concerns. If no concerns, they could then go ahead with the project without a permit.
