Learn why this is important Ruth, Hello! My name is Kayla Hoecherl, Cheryl Perron-Kaufer is my mother and we have been working together to get this permit stuff worked out. I live at the property and so that is why I am responding to your email to her with the following information fixes for our application. 1. I have attached the aerial view map with the desired boundaries within the 20 acre parcel. Do you need an updated hand drawn map of the site plan? This would not change the proposed fence area or coop area, it would simply widen the total area that COULD be used, but the original drawing I sent would be the same as far as size and location within the parcel. I did include an updated one either way with metes and bounds drawn on...? 2.Please refer to the attached aerial map. It would be more like 5-6 total acres on the south of that parcel. I included a North arrow on that map. 3. The pink highlighted information can be removed (so sorry I left that, it was for my reference when I was on the phone with one of your people!) 4. The yellow can be changed. 5. The green can be changed. 6. The structures within the parcel range from before the 1960s to early 2000s. The specific 2 structures within the section of the parcel that we are wanting to be within the Special Use B Permit area are from pre 1960s (the lodge) and the other house early 2000s. No other structures besides these two houses are located within the requested Special Use B Permit area, it is just woods. Please let me know what else you need, I'm trying really hard to get you what is needed but this is not my area of expertise! Thanks! The department did a thorough search of our records that included all adjacent properties currently owned by you and were unable to find any permits for the conversion. Please let me know if you find records to the The department understands that you did not complete this conversion. However, the current property owner is responsible for addressing any compliance issues that arise and we cannot issue further permits until compliance issues have been resolved. You have three options to bring the property into compliance. 1) Obtain permits for converting the garage to a residence a. If the existing residence to the west of converted garage is closer than 150 feet from the converted garage, then a conditional use permit will needed to have two residences. b. A land use permit will be needed. c. A sanitary permit will be needed. 2) Obtain permits for converting the garage to a bunkhouse if it would meet the definition of a bunkhouse. "Bunkhouse/Guest Quarters. A residential accessory structure or part of a residential accessory structure with or without plumbing which is used as temporary sleeping quarters only; no cooking or food preparation facilities; and no greater than 500 sq. ft. of enclosed dwelling space." a. A land use permit will be needed. b. A sanitary permit will be needed. 3) Cease use of the structure as a residence. Disconnect all plumbing fixtures and seal so they cannot be utilized any longer and remove beds or other furniture that could be utilized for sleeping. The department will need to inspect to confirm the work has been complete. Further, the department recommends that you connect with the local Uniformed Dwelling Code (UDC) Inspector as their may be state building requirements for converting the garage to a dwelling. Attached is the UDC Inspector list. Also attached are the conditional and land use permit applications. You will need to work with a licensed plumber to complete the sanitary permit paperwork. I have attached the aerial view map with the desired boundaries within the 20 acre parcel. Do you need an updated hand drawn map of the site plan? This would not change the proposed fence area or coop area, it would simply widen the total area that COULD be used, but the original drawing I sent would be the same as far as size and location within the parcel. I did include an updated one either way with metes and bounds drawn on...? 2.Please refer to the attached aerial map. It would be more like 5-6 total acres on the south of that parcel. I included a North arrow on that map. 3. The pink highlighted information can be removed (so sorry I left that, it was for my reference when I was on the phone with one of your people!) 4. It's been very confusing if we need to mark setbacks from the parcel lot dimensions or just setbacks with close structures and natural formations like takes, etc. All applicable setbacks need to be shown. If easier, please utilize the site plan example on pg. 3 and complete pg. 2 of the land use application. So I'm not sure then I guess. The applications just said to draw a site plan and the special use B one didn't askfor any setbacks, so I'm a little confused as to why those weren't asked for on the application and now they are? Not all uses require us to verify setbacks so we ask for them as we need them. The zoning ordinance requires us to verify that the barnyard, which includes the chicken run and fenced area, are at least 300 feet from any property zoned commercial or a residence on a non- farm lot and 100 feet from the ordinary high water mark of any navigable waters. I see on there it asks for lot dimensions but I understood that to mean the lot was the area we wanted to be used for the special use B. Parcel dimensions would have been more clear I think. Given the number of parcels you own and the definition of lot, see below definition, the department needs to have a clearer idea of what tax parcel or parcels are included. The subject property is comprised of approximately 20 acres. The applicant is planning to use a smaller portion, located in the Southeast comer of the subject property for the hobby farm site. A special use B permit is required to establish a Hobby Farm in an F -I zoning district. Adjacent properties to the North, East, and West are zoned F-1. Property to the South is zoned Forestry -2 (F-2). The subject property is in the shoreland district given that there are two lakes within 1000 feet of the proposed hobby farm site. There are no mapped floodplains or wetlands present within the site. The applicant owns the contiguous tax parcels to the North, East, and West of the subject property, which are associated with the Cross Woods Adventure Camp. To the South is land owned by the USA. There are several structures on the subject property including buildings associated with the Cross Woods Adventure Camp and a converted garage to residence that the committee approved a conditional use permit for. The converted garage to residence is home to the individual wishing to operate the hobby farm. The applicant wishes to build a chicken coop and run for 10-15 chickens and a fenced pasture area with windbreak for 1-3 small breed cows. Department staff visited the subject property and reviewed the proposed hobby farm site. There were limited concerns aside from recommending that the applicant not allow animals or other uses atop the nearby sanitary treatment area to avoid compaction and risk of early system failure. To date, no town recommendation or public correspondence has been received. Department Recommendation: If the town approves, the department recommends that the Committee approve the special use B permit request to allow the owners to operate a hobby farm that includes a maximum of 15 chickens and 3 small breed cows. This is based upon the scope of the use being partially compatible with the adjacent residential and camp uses, limited impacts on natural resources given the absence of mapped floodplains or wetlands and proposed setback from any navigable waterways, and lack of opposition from the public. If the Committee approves the special use B permit as submitted, any future expansions or changes would require a new special use B permit and input from the town and public would be sought.
