Sanitary Permit issuance, if required, needs to occur prior to Land Use Permit issuance. Failure to obtain a permit or starting construction without a permit will result in penalties. Infiltrate Infiltration practices hold runoff water in a flat area and allow water to soak into the soil. They work well where infiltration rates (speed that water soaks into the soil) range from 0.5 to 3 inches per hour. Sandy soils provide lots of opportunity for infiltration. Do not install infiltration practices if there is not at least 3 feet of separation to groundwater. Infiltration practices are not recommended where soils consist of more than 30 percent clay or more than 40 percent silt and clay. Rain gardens are the excep- tion. With rain gardens, plant roots create pore spaces for water to travel along and soak into the garden bottom. Allow this water to drain, then fill the hole again. Measure water depth after filling and every 15 minutes until the hole drains. Measured every fifteen minutes, the infiltration rate per hour is four times the average decrease in water depth. Assessing Soil Type Two do-it-yourself methods for assessing soil type follow. Preventing Sediment Accumulation To prolong the life of your infiltration pit, install a layer of filter fabric six inches below the final top surface. Cover the filter fabric with dean rock to the surface. Follow these steps to maintain the infiltration system 1. Remove pine needles and any other matter that has collected on top of the system. 2. For small rock, remove rock and sift with a 3/4" mesh to remove sediment. 3. Rinse rock. 4. Remove remaining sediments and replace or rinse filter fabric. 5. Refill with clean rock. 6. Place recovered fine sediments in bordered flower bed or other contained area and mulch. 7. Discard dirty water and sediment in a contained area on your property such as a plant bed. Subsurface Infiltration Pits An infiltration pit can be constructed beneath the soil and grass, but be sure to keep the following in mind: • Cover rock with filter fabric to prevent soil from entering the spaces between the rocks. - ■ Be sure the location of the infiltration pit is noted above ground.To minimize compaction and maximize effectiveness, do not drive across this area. • An overflow device is needed. ■ A direct connection to a rain gutter downspout may deliver leaves, pine needles, and other debris below ground and clog the rock spaces. Do you have studies or documentation to support the natural rock armoring as an effective system for stormwater treatment? o I do not have studies nor documentation regarding the rock armoring aspect of the design, but the infiltration basin that the rock armoring will be placed over is supported by documentation and studies performed by the state and county. We are simply substituting the covering for something that will work within a sloped area. The rock armoring will be placed with gaps to allow runoff and falling storm water to reach the infiltration basin below, without generating additional runoff. The infiltration basin will have a flat bottom and will be a minimum of a 3ft depth from the downhill contour. Proper overflows will be installed as required by the state and county. Understood that there are studies and documentation that support the infiltration basin. Without studies or documentation to show the effectiveness of your combo rock armoring/infiltration design, the county is unable to approve it within the 75 -foot shoreland setback as it would not be deemed "Devices or systems used to treat runoff from impervious surfaces". Otherwise, this would be deemed a retaining wall, which is not allowed in the 75 -foot setback. Can you explain how stripping and reshaping the area identified in green will help prevent erosion? o Absolutely. The existingtopsoil is less than 2 inches in thickness, with the underlying soils mainly consisting of sand. We will strip all of the existing topsoil which struggles to grow vegetation, regrade steep areas to soften slopes where possible, install 6" of topsoil and revegetate/ permanently stabilize using natural net blanket and turf seeding. Our new soil bed will promote strong healthy vegetation, and the regraded areas will be less likely to washout or create pinch points forfuture erosion. Tracy Pooler (Planning & Zoning Department) and Andy Teal (Land & Water Department) visited the property March 31, 2026, and documented this area to be well vegetated except for a small area near the downspout on the Northwest corner of the house. The county would be comfortable with adding additional topsoil and reseeding. Disturbing vegetated areas near the shoreline is not best practice and would not uphold the purposes of the shoreland regulations. 3. Can you explain how grading for green space for a terrace is helping prevent erosion? The greenspace terrace is to allow the homeowner access to the lake by way of the concrete stairway, as allowed by the state and county. This is a green space to help eliminate unnecessary impervious surface. A walkway or stairway can be approved but a separate land use permit application would be needed for this type of structure. It would also need to meet the following standards. It is our understanding that the owner already has a walkway to access the water and only one is allowed per lot. g. Stairways, Walkways or Rail Systems. Stairways, elevated walkways and rail systems are exempted from the shoreline setback requirement provided: (1)10131201]) 1. Deep rooted vegetation buffers could be installed as a last resort, as we are going above and beyond with our storm water infiltration basins to collect, treat, and slow stormwater runoff. • If the intention of this project is to prevent erosion, then deep-rooted vegetation vs. turf grass would be recommended as it would do a better job preventing erosion and treating stormwater. 5. Has the owner considered removing impervious surface and revegetating, for example, the SE corner of the drive area? o Unfortunately, this is not a feasible solution for this property, as it is already difficult to maneuver a vehicle in the driveway at its current size and shape, however we can reshape this area and collect the stormwater runoff for treatment as I have incorporated in my design. • Noted. Any reduction in impervious surface would help prevent erosion. The department can approve the work related to the installation of the infiltration pits and reshaping/regrading the parking area but at this time are unable to approve the remaining work proposed as they do not meet the purposes of the shoreland regulations. The downspouts should not daylight, and could use the drain tile possibility as #4 below. 2) Revegetate exposed sandy area around the well. This may be done after construction if okayed by the Zoning Department. 3) Along the dripline of the proposed addition on the west side of the house, install gutters and run the downspouts to the north or south side of the house and into an infiltration pit lined with filter fabric and clean % -2 inch rock. Given the proximity of the proposed additions, driveway, property line, and well to the south and septic system to the north, be sure that you observe all minimum setbacks before siting the infiltration pit. If siting a rock infiltration pit tunis out to be impractical, a rock infiltration trench along the roof dripline is also a possibility. 4) Direct the waterflow from the southeastern gutter downspout into a piece of draintile buried in a clean rock -and - filter fabric -lined trench and run it to a rock infiltration pit at least ten feet from the house. A rain garden is also a possible option using the same drain tile approach, but this would need to be installed farther down the hill in a relatively flat space or designed and constructed in a way to ensure it will catch, retain, and slowly release water.
