The evaluations were to identify whether an intermittent stream on the property is navigable. Afterwalking the ravine (beginning at the north end of the property and walking to the south property line), the intermittent stream is not navigable. At the points I measured, the maximum bed width as 3 feet and most points showed a bed width of 2 feet or less. The highest Ordinary High Water Mark Depth and current water depth I measured was 3 inches and most points showed depths of 1 to 2 inches. In several places in the ravine, the stream appeared to go underground and there was no visible surface water. Please see the attached photos. Based upon a review of the WDNR wetland inventory map, no areas as identified mapped wetland communities (greater than two acres) or point symbols (less than two acres) were noted within the subject property. After a walk-through of the ravine on the subject property, no apparent wetland conditions (hydrophytic vegetation, hydric soils, and wetland hydrology) were noted. I trust this information meets your needs. Should you have any questions, require additional information regarding this matter, or if you would like to meet at the subject property, please feel free to contact me at (715) 373-3511 or at emily.macgillivr ( bayfieldcounty.wi.ggv. Planning and Zoning Agency Wilderness Inquiry Conditional Use Permit (CUP) Proposal Narrative I. Project Introduction & Applicant Mission Wilderness Inquiry is a Minnesota -based 501(c)3 nonprofit organization established in 1978, whose mission connects people of all ages, backgrounds, identities, and abilities through shared outdoor adventures so that all people can equitably experience the benefits of time spent in nature. Wilderness Inquiry has operated an Apostle Islands Base Camp facility located at 33095 Little Sand Bay Rd, Bayfield, WI 54814 since 2007 to facilitate guided, mixed -ability group adventures in the Apostle Islands National Lakeshore. (Note: This is not a publicly rentable campground.) The organization is seeking a revised CUP to accurately document the current state of development on the site, as well as to seek approval of planned improvements to the site -most of which fall within the previously approved CUP scope and occupancy limits . Improvements will provide seasonal staff housing (vs. yurts currently on site), establish infrastructure to better support existing participant capacity, and promote access to near -wilderness experiences by providing facilities that meet the needs of Wilderness Inquiry's diverse program participants, including those using mobility aids, while keeping as much of the property in a natural state as possible. II. Site History & Current Operations Existing infrastructure can be seen on the attached Site Improvement Plan. In 2007, Wilderness Inquiry obtained its first CUP for the construction of a private campground on a 20 -acre site for up to 48 participants. In 2011, a second CUP was obtained for the expansion of the private campground onto an additional 20 acres of land that was purchased adjacent to the first parcel. The 2011 CUP approved use for up to 150 program participants. The following infrastructure was approved through the 2007 and 2011 CUPs: • Cabin (existed when the property was purchased) • 5 multi -tent campsites • 1 large group campsite • 3 yurt campsites • 3,600 sq. ft. warehouse • 2 Picnic shelters • 4 privies • 4 -stall showerhouse • Driveway • Parking area Current operations accommodate up to 80 participants and 12 staff between 4 operational campsites and two yurts used for seasonal staff housing. The existing cabin structure on the property is used as a storm shelter. (See summary table below for comparisons.) The following infrastructure exists to support current operations: • Cabin • 5 multi -tent campsites (4 of which are operational) RECEVED • 2 yurts (seasonal staff housing) • Picnic pavilion • Picnic shelter • 6 privies • 4 -stall showerhouse • Driveway • Parking area JUN 162026 Bayfleld Co. Planning and Zoning Agency Current operations of the Wilderness Inquiry Base Camp serve significantly fewer participants, with less infrastructure development, than was envisioned and approved in the 2011 CUP. Ill. Proposed Development and Site Improvements Wilderness Inquiry's site development plan proposes improving existing infrastructure and relocating existing campsites and seasonal staff accommodations to areas that will better meet operational and participant needs. The planned improvements would serve up to 100 participants and 18 staff at a time. The current proposal would be focused on Phase I development, while Phase II development may occur in the future as priorities and funding allow. The following table outlines previously approved use of the property, currently developed infrastructure, and the proposed Phase I and Phase II development plans. The cabin would be installed on concrete piers and located in the site near the seasonal staff bunkhouses. C. Seasonal Classroom Remove the existing cabin and deck and replace them with a similar -sized, seasonal classroom structure. The classroom would use existing electrical service and would not have plumbing. IV. Impact Analysis & Environmental Stewardship Wilderness Inquiry intends to maintain a near -wilderness experience at its Base Camp by confining developed areas to approximately 15 acres and dedicating the rest of the 40 -acre property to native habitat preservation. The primary property management approach is to maintain a healthy native forest ecosystem, guided by a June 2023 forest management plan developed by local foresters. Environmental stewardship includes consideration for wetlands and ephemeral streams that drain into Lake Superior, including maintaining well -functioning wastewater treatment, protecting native vegetation, and avoiding impacts to wetland complexes. The site's boreal/northern hardwood forest composition, which includes resilient species like red oak, informs key resource management recommendations, such as encouraging the regeneration of paper birch and legacy trees (like white pine and hemlock), caging and protecting species of special concern like Canada yew, and controlling invasive species. Wilderness Inquiry recognizes the importance of contributing to the preservation of some of the darkest skies in the Midwest along the Apostle Islands National Lakeshore. The Base Camp has minimal exterior lighting and the proposed projects would add minimal if any additional exterior lights. The Dark Sky guidelines for outdoor lighting will be considered for all exterior lighting on the property. V. Conclusion Wilderness Inquiry seeks a revised Conditional Use Permit to advance its mission of connecting people of all ages, backgrounds, identities, and abilities through equitable outdoor adventures. The proposed Phase I and Phase II development represents a modest plan to enhance existing infrastructure, establish essential seasonal staff housing, and improve access to near -wilderness experiences, specifically for diverse participants, including those using mobility aids. The planned capacity of 100 participants and 18 staff is significantly less than the 150 -participant capacity approved in the 2011 CUP. The organization remains dedicated to environmental stewardship by confining its use to approximately 15 acres and dedicating the rest of the 40 -acre property to native habitat preservation and maintaining a healthy native forest ecosystem, guided by a habitat management plan. The revised CUP will allow Wilderness Inquiry to better serve its participants, while reinforcing its commitment to the near -wilderness environment of the Apostle Islands Base Camp. VI. That section authorizes the Committee to waive an E.I.A. "in those unique instances where this tool is deemed unnecessary to aid in the decision making process." We believe this proposal is such an instance for the following reasons: Use below existing approvals Existing CUPS (2007, 2011) authorize up to 150 participants. Current operations are 80 participants/12 staff; the proposal increases to 100 participants/1 8 staff, still well below approved capacity and without introducing new use types. Limited new development Developed areas remain confined to roughly 15 acres, with the remainder of the 40 -acre parcel managed as native habitat. Planned work primarily relocates and modestly upgrades existing campsites and seasonal staff housing (tent platforms, seasonal bunkhouses, composting toilets, 6 -stall shower enclosure) rather than expanding into undisturbed areas. We respectfully request that the Committee, in writing, waive the requirement to submit an Environmental Impact Analysis for the Wilderness Inquiry's CUP application pursuant to Sec. 13-1-42(c)(4). Thank you for your consideration. Sincerely, Erika Rivers Executive Director RECEIVED MAY 282026 Bayfield Co. Ruth Hulstrom From: Bryan Karban <bryan@wildernessinquiry.org> Sent: Thursday, June 18, 2026 10:28 AM To: Ruth Hulstrom Subject: Re: Wilderness Inquiry campground CUP - Tax ID 36212 Ruth, I spoke with Matthew Jacobson, Wastewater Specialist serving Bayfield County, on June 17, 2026 about stormwater permitting. Stormwater construction permits are required when the disturbed area for the project is 1 or more acres. We calculated the disturbed area for the full scope of the project plan outlined in the CUP application at .17 acres, significantly lower than the 1 acre requirement. My best, Bryan Karban, (he/him) Senior Manager of Program Operations Wilderness Inquiry • (612) 268-2454 httpJ/_ww_w,vv'Lldaro_essinquiry.org On Tue, Jun 16, 2026 at 5:05 PM Bryan Karban <bryan(wildernessinquiry.org> wrote: Ruth, Attached is the signed Letter of Authorization. I have also attached the updated CUP narrative that incorporates the feedback you shared. My responses to your comments below: 1. Verify department can update lot size to 37.04 acres per CSM completed and on file with county, see attached. 1. Who should we contact to complete this? If you confirm department can revise, I will revise the application to reflect the change. 2. The lot size should be updated to 39.41 acres as indicated in the 2026 survey we had completed (attached). 2. Need $30.00 check payable to "Register of Deeds" for affidavit recording fee. Can provide now or if the request is approved. 1. We will do this one approved. Noted. 3. Have you connected with the Bayfield County Public Health Department about the proposed changes? 1. Yes, we did discuss all aspects of planned development with Michelle Simone, Public Health Environmental Sanitarian, in a meeting on March 13. Michelle shared useful insights that were incorporated into planning, however we did not share the completed plan with her. Is this needed or does the county require formal approval from the Public Health Department? Not required for Public Health to sign -off, just want to confirm site design was discussed with Public Health in order to limit any major changes to avoid needing a new CUP in the future. 2. Michelle has completed the annual health the last three years and is familiar with our operations. Michelle did not express concerns about the planned development from a health code perspective. Noted. 4. Have you connected with the local Uniformed Dwelling Code (UDC) about any approvals needed for the tent platforms, bunkhouses, and camper cabin? 1. Yes - We discussed the project with REM Inspecting, LLC. The bunkhouses, wall tents and platforms, and camper cabin fall under SPS 327. Noted. 2. SPS327.08 (9) "Camping unit" means a framed structure or a tent, teepee, yurt, or other structure with fabric roof or walls that is 400 square feet or less in area, which is placed by a campground owner or operator in a campground for which a permit is issued under s. 97.67, Stats., and used for seasonal overnight camping." 3. These structures will need to be inspected and permitted. 4. Additionally, we sent SPS327 to Conestoga Log Cabins for review. They confirmed the bunkhouses and camper cabins conform to the code. Once the CUP is approved, we will work with REM Inspecting to confirm the structures conform to code requirements. Noted. 5. Once CUP is approved, we will work with a contractor to design and draw plans for the canvas wall tent platforms that will be sent to REM Inspecting for review for code compliance prior to construction. Noted. 6. The standard 10'X12' tent platforms are not permitted structures. Tent platforms will require individual land use permits as they are considered commercial structures. 7. REM Inspecting informed us that the tent 10'X12' standard tent platforms do not require 5. Have you contacted the DNR about any stormwater permitting requirements? 1. Not yet. We will contact Matthew Jacobson, Wastewater Specialist serving Bayfield County, about stormwater permitting requirements for the project. We can do so prior to the July Planning and Zoning meeting, please let us know if we need specific sign off or information from the DNR prior to a specific deadline. Encourage you to reach out to Matthew Jacobson as soon as possible, in case any stormwater requirements might alter the submitted site plan. 2. Noted. 6. In narrative Pg. 1 can you include how many tent sites at each group site or max occupants at each group site? 1. The numbers are updated in the narrative 2. Current: 6 to 10 platforms per site with a max occupancy of 12-18 participants and 3 staff 3. Planned: 10 platforms at each site with a max occupancy of 18 participants and 3 staff Noted 4. Note: Each site is used to host a group of participants who have registered for a Wilderness Inquiry trip. Each trip occupies 1 site. Group sizes on Wilderness Inquiry trips have a max of 18 participants + 3 staff. Site occupancy would not exceed program defined maximum group sizes. 7. In narrative pg. 2 indicates 7 tent sites (6 standard, 1 staff) but site drawing description only includes 6 standard sites. 1. We are unclear about what this is referring to. It might be easiest to talk this through on the phone. 1. Are you referring to Area A in the site drawing which will have 6 tent platforms and 1 staff tent pad? If so, the drawing show 7 platforms because the size differential was hard to represent at the scale between a 15'X23' wall tent platform and a tent pad. 2. Or are you counting each group site? Sites 1, 2, 3, & 4 will remain. The site circled in D will be decommissioned. Area A will become a new larger site, and then we will have staff bunk houses noted in Area B. See language from submitted documents. Pg. 2 of narrative Site Sketch — Description indicates install of 6 tent platforms and 1 tent pad. Drawing shows 7 new tent platforms + I existing platform. Be good to confirm that description in narrative matches description in site sketch and then matches the drawing. Noted - language in narrative description updated to be in line with the site drawing. 8. Were county sanitary permits acquired for each privy? The department can only find records for 2 of 6. 1. Current staff are uncertain about permit acquisition for privies that were constructed earlier in the organization's history. If there are privies that do not have a permit on record, let us know the best way to reconcile this. Department will do a thorough investigation to determine whether the 4 of 6 privies were added without permits. Any idea when these 4 privies were constructed? 2. Noted - our records indicate that the privies were purchased in the following years. They likely would have been installed the same year. i.2009 -2 units ii.2013 -2 units iii.2021 -2 units 9. How many parking stalls exist? Do participants individually drive to the site or are they transported through shared transportation? What would be the max number of vehicles on the site at one time? 1. There are 35 regular parking spaces with 5 additional overflow parking spaces. 2. Most participants car pool or ride in a Wilderness Inquiry van to the base camp. Some participants provide their own transportation. During operational weeks, there are 4-6 Wilderness Inquiry vehicles and 10-20 participant vehicles on site. Noted. What is the maximum number of tent platforms and tent pads? Ideally there would be 1 parking stall per pad/platform. Understood that this site does not function like a typical campground. 3. The total number of tent platforms planned is 47. The total number of parking spaces is • 40. Most participants carpool or ride in a Wilderness Inquiry van. 10. Wanting to confirm that parking is adequate but also understand that the parking formula required in campground regulations, 1 parking stall per site + 1 additional per 3 sites, may not pertain well to how your campground functions. In this situation we would look at the total number of standard tent platforms per group site + 1 for each staff unless participants are using shared transportation to access the site. • 1. Yes, predominantly participants use shared transportation, so we don't believe standard campground regulations apply. Additionally, many Wilderness Inquiry staff do not keep a vehicle on site. Noted. 2. There are several parking zones where vehicles are parked. Access to individual campsites in cart -in only. No vehicles are parked at any of the multi -tent campsites. Noted. 1. We believe this re -designed plan allows for more than adequate parking. See above. Adjacent properties to the East and West are zoned R-RB and properties to the North and South are zoned Forestry -I (F-1). The subject property is comprised of approximately 37.04 acres. There are no mapped wetlands or floodplain on the subject property. A navigable intermittent stream is shown on DNR Surface Data Viewer Map. However, the department field verified and determined the stream was not navigable. There are wetland indicators throughout the subject property so the owner should proceed with caution as there could be wetlands on the site. Any buildings will need land use permits to place and the department can verify that no wetlands are disturbed when field verifying. The subject property is heavily wooded and has an existing campground approved for 150 participants. The owner is not proposing to increase the number of participants or users of the site, but they wish to relocate camp sites and add additional structures including staff bunkhouses, picnic shelters, privies, sauna, and a seasonal classroom. Current approved structures include 18 under the two original CUPs approved for the site, the new proposal includes 25 structures. Properties North, South, and West are owned by the US government, and property East is indicated to be in Residential or Productive Forest based on tax assessment. Owner has verified with the DNR that the estimated full scope of project will disturb approximately 0.17 acres, which will not trigger State stormwater requirements. Given the no net increase in participants, the owner is requesting waiver of the Environmental Impact Analysis (EIA) per Bayfield County Ordinance Sec. 13-1-42(c)(4), which gives the Committee the ability to "waive the requirement that the applicant provide an E.I.A. where the proposed development is located within the boundary of an unincorporated village established pursuant to Section 13-1-62(n) or in those unique instances where this tool is deemed unnecessary to aid in the decision making process". No correspondence, including the town recommendation, has been received to date. Department Recommendation: The department recommends approval of the request and waiver of the EIA based on the requests limited impact on natural resources (no floodplain and shoreland), no net gain in participants, and the positive impact of the proposal on the community and local economy. If the Committee approves the request, department recommends the following conditions be added: 1) All exterior lighting must follow Dark Sky best management practices, facing downward.
