Sippel Consulting Services Soil and Groundwater Professionals 354 Brimhall St St. Paul, Minnesota, 55105 June 1, 2026 Addendum Environmental Impact Analysis — Spirit Point Test Resort RECEIVED JUN 022075 Background Ba Yfieid Co. Planning nd Zoning Agency Sippel Consulting Services (SCS) was retained by Corny Camping LLC (Owner)) to conduct an Environmental Impact Analysis (E.I.A.) for a proposed campsite development within approximately 17.7 acres of the property located at 23185 Jack Pine Road, Cornucopia, Wisconsin (Site). The purpose of the E.I.A. was to fulfil the requirement of the Bayfield County Ordinance, Title 13: Zoning Code, Section 13-1-42: Environmental Impact Analysis. The report "Environmental Impact Analysis, Campground, 23185 Jack Pine Road, Cornucopia, WI" was prepared by Sippel Consulting Services and dated December 22, 2024. Bayfield County reviewed and accepted the E.I.A. in early 2025. This addendum was prepared to highlight minor change to the plans presented in the E.I.A. The Site development evaluated in the E.I.A. is a small campground designed as a walk-in campground featuring 30 campsites approximately 20 feet x 50 feet with raised tent platforms in an area of 17.7 acres of undeveloped forest land. The Site is currently zoned for residential/recreational business development. The campsites would be constructed to minimize the removal of trees and to exist within the natural surroundings. The proposed development meets the requirements of the Bayfield County Ordinance, Title 13: Zoning Code and addresses recommendations in the Bayfield County Comprehensive Outdoor Recreation Plan 2020-2024 for the creation of camping sites in the Town of Bell and the Cornucopia Airport. Name Change The original E.I.A. was prepared for Corny Camping, LLC. The owner has subsequently renamed the proposed development "Spirit Point Tent Resort, LLC". Ownership of the Site and proposed campground development has not changed. Site Design — General Information The proposed campsite development for the property consists of 29 individual tent platforms and one group site that includes four tent platforms. The design of the individual campsites is for single or double occupancy, although campers with children may be allowed up to four occupants per individual campsite. The group campsite is designed to accommodate a camping party of up to 12 individuals. This is to be a "walk-in" camping site where campers would leave their vehicles in the Site parking lot and carry their gear to the assigned campsite. Electric golf carts will be available for staff to assist in transporting gear to the campsite, should the need arise. A small parking area 2 June 1, 2026 has been designed adjacent to the group campsite so a camping group may move gear from their vehicles directly to the group campsite. These aspects of the campground have not changed. The original Site design included a Camp Building with the campground office, shower and restroom facilities along with a camp kitchen and general gathering/recreational area. A maintenance building was also part of the original design for the maintenance of campground vehicles, equipment and tools. Figures A -S1, A -S2 and A -S3, provided in Attachment 1 to this addendum, illustrate the campground design and the changes discussed in the following sections. Site Design - Proposed Design Changes Buildings The developer is proposing to construct a 46 -foot x 64 -foot pole barn/storage shed. The pole barn would be located west of the proposed maintenance building and north of the parking lot and would be used to store vehicles, equipment and tools during construction of the campground. This pole barn would then have a future use as out of sight storage for equipment and other miscellaneous items for the campground. West of the pole barn and parking lot, a staging area would be cleared and maintained as a firewood preparation area. Trees removed as part of the Site development would be staged in this area to be trimmed, cut and split into firewood, for use at the campground. This area would also be considered as overflow parking, if necessary. Landscaping RECEIVED The Site is relatively flat, topographically, and it should be relatively easy to locate campsites with minimum earthwork to level and grade the area. Review of the topography with refifJtq 2026 the construction of the camping and maintenance buildings will necessitate retaining walls on Bayfiea Co. the east side of each of these buildings. Planning and zonng iAgen y Parking Parking for the group campground will be moved slightly to the east to allow for the necessary construction of a retaining wall along the east side of the maintenance building. Site Access Access to the campground was originally proposed to be from the north, off Jack Pine Road. Jack Pine Road is an unpaved road. The campground drive and parking lot will also be unpaved (Class V sand and gravel). To limit traffic on the unpaved road and to reduce the amount of airborne dust created by the traffic, a campers would gain access to the campground via a proposed guest entrance from Spirit Point Road, a paved street, during the campground Addendum E.I.A. - Spirit Point Tent Resort Sippel Consulting Services 3 June 1, 2026 operating season. This would limit traffic on Jack Point Road to service vehicles, primarily for waste removal. Assessment The proposed changes to the Site Design outlined in this addendum do not change the evaluation completed for E.I.A. originally prepared for this development. The addendum gives further clarification for the campground capacity as it relates to waste management per our conversation on 6/15/26. Additionally, I spoke with Mark Ehlers (Town of Bell Sanitary District) on 6/7/26. He indicated the sanitary district is now able to accommodate the campground waste and we would have the ability to hook directly into the town system. This may be something we look at in the future, however we are going to stay with our current design to use holding tanks. Please let me know if you have any questions and/or would like further clarification. We will be attending the zoning committee meeting next Thursday. Environmental Impact Analysis— Spirit Point Test Resort Planning andzoning Agency Background Sippel Consulting Services (SCS) was retained by Spirit Point Tent Resort, LLC (Owner) to conduct an Environmental Impact Analysis (E.I.A.) for a proposed campsite development within approximately 17.7 acres of the property located at 23185 Jack Pine Road, Cornucopia, Wisconsin (Site). The purpose of the E.I.A. was to fulfil the requirement of the Bayfield County Ordinance, Title 13: Zoning Code, Section 13-1-42: Environmental Impact Analysis. The report "En vironmentaiirnpactAna sis; Campground 23185JackPine Road Cornucopia, Wi"was prepared by Sippel Consulting Services and dated December 22, 2024. Bayfield County reviewed and accepted the E.I.A. in early 2025. An addendum was prepared to highlight minor changes to the plans presented in the E.I.A (Sippel, June 1, 2026). Wisconsin Administrative Code - Agriculture, Trade and Consumer Protection (A TCP) Campground maintenance and operations are authorized under Chapter ATCP-79 of the Wisconsin Administrative Code. Campground Density Campground density is addressed under ATCP 79.11 Campground use, designation, location and density. A TCP 79.11(5) Campground Density. Except as provided under s A TCP 79.27 the operator shall ensure that the density of the campground is as follows (a) Individual campsites. An operator may designate no more than 20 individual campsites per acre of campground. Each campsite is limited to 6 campers or an individual family. (b) Group campsites. An operator may allow no more than 80 campers per acre in a group campsite. The developer of Spirit Point Tent Resort proposes 26 individual campsites, 3 dual campsites, and one (1) group campsite. This is well within the density criteria established under ATCP 79.11 (5). Dual campsites would fall under the same density code as an individual campsite and allow up to 6 campers or a single family, but allow for an additional stand-alone tent. 2. July 10, 2026 The group campsite is designed with four tent platforms to generally accommodate a camping party of 12 individuals; although, the operator my allow larger parties to be accommodated at the group campsite, but not to exceed the maximum campground capacity. Sewage and Wastewater Treatment Campground wastewater handling is addressed under ATCP 79.15 Sewage and wastewater treatment and handling. (1) POWTS. (a) POWTS as an alternative to public sewer If a public sewer is not available to the campground the operator may use a POWTS to handle sewage and domestic wastewater for the campground. The location, design, construction, and operation of a POWTS shall comply with chs SPS 382 to 385 Wastewater generated within the buildings on the Site (Campers Building/Office with operator residence and maintenance building) will be discharged to holding tanks located on the Site. The developer/operator has obtained an approved local/county sanitary permit for two large capacity on -site holding tanks. Wastewater will be pumped, as necessary, and hauled via licensed company to a local sanitary treatment facility for disposal per holding tank agreement (Bayfield County 9/3/25). Toilet Facilities ATCP 79.16 Toilet facilities, addresses the design, type and number of toilet facilities required for the campground. Spirit Point Tent Resort's campground building significantly conforms to the requirements of ATCP 79.16. (d) Minimum number of toilets; dependent campsites. 1. Except as provided under subd. 2., an operator with dependent campsites shall provide the number of toilets specified in Table A TCP 79.16. Table ATCP 79.16 Minimum Number of Toilets Required at a Campground Number of Dependent Campsites Toilets/ Urinals For Women For Men 1to15 2 2 16 to 30 3 3 31 to 45 4 4 46 to 60 5 5 61 to 00 6 6 RECEIVED Addendum 2 E.I.A. - Spirit Point Tent Resort JUL 102026 Bayfield co. Sippel Consulting Services Planning and Zoning Agency 3 July 10, 2026 2. For each dependent group campsite, the operator shall provide one toilet for each sex for every 30 campers or fraction thereof. Spirit Point Tent Resort is designed for 30 campsites including 26 individual, 3 dual, and one group. Therefore, it is required to have a minimum of six (6) toilets. The Camp Building is designed to have eight (8) toilets. This includes 4 individual toilet stalls with 4 hand washing sinks, and 4 shower rooms each with a toilet. Wastewater Generation Pursuant to plumbing guidelines outlined in Wisconsin Administrative Code: Chapter SPS 383 Appendix, Table A-383.43-1, wastewater generation is estimated to be 25 gallons per day per camper. Based on the total number of toilets (8) Spirit Point Tent Resort is permitted for 204 campers per day (26 individual sites x 6 campers each + 3 dual sites x 6 campers each = 174 + 30 max campers at the group site = 204). At max capacity, the estimated wastewater generation would be 5,100 gallons per day (gpd). In addition, the estimated wastewater generation for the operator's three -bedroom apartment is 450 gpd (3 bedrooms x 100 gpd x 1.5 factor = 450 gpd). Wastewater generation for the apartment is based on Wisconsin Administrative Code: Chapter SPS 383, Private Onsite Wastewater Treatment Systems, SPS 383.43 General Requirements. The total estimated maximum wastewater generation for the campground is 5,550 gpd. Spirit Point Tent Resort will collect and dispose of wastewater via two 4,000 -gallon capacity holding tanks as previously indicated. Assessment The additional information in this addendum is provided for clarification of the Site design and compliance with Wisconsin Administrative Code, Chapter ATPC 79 and Chapter SPS 383.43 and does not change the evaluation completed within the original E.I.A. prepared for this development. Adjacent properties to the West and South are zoned R-RB, property North is Residential -I (R- 1), and properties East are zoned Forestry -I (F-1). The subject property is comprised of approximately 771,093 sq. ft. or 17.70 when the public ROW is excluded. There are no mapped wetlands or floodplain on the subject property. Additionally, the subject property is not in the shoreland district. There are wetland indicators on a small portion of the subject property so the owner should proceed with caution as there could be wetlands on the site. Any buildings will need land use permits to place and the department can verify that no wetlands are disturbed when field verifying. The subject property is heavily wooded. In 2025, the Committee approved a CUP for a 30 -tent site campground that included the following structures; camp building with restrooms, showers, common/recreation area, & camp host apartment and maintenance building with workshop, laundry room, sewing loft, & office. The owner is not proposing to increase the number of participants or users of the site, but they wish to add a storage building, staging area/overflow parking area, retaining walls, and second site access. Given the no net increase in users, the owner has submitted an addendum to the existing Environmental Impact Analysis (EIA) filed with the 2025 CUP noting the changes. The owner provided a revised EIA addendum July 10, 2026 clarifying the anticipated wastewater generation and indicated that the Town of Bell Sanitary District is now willing to accept their wastewater and connect them to public sewer in the future. No correspondence, including the town recommendation, has been received to date. Department Recommendation: The department recommends approval of the request based on the requests' limited impact on natural resources (no floodplain and shoreland), no net gain increase in users, and the positive impact of the proposal on the community and local economy. If the Committee approves the request, department recommends the following condition be added: 1) All exterior lighting must follow Dark Sky best management practices, facing downward.
